SPAK has filed a claim for the Dimal municipality file and demands a total of 13 years in prison for 3 former municipal officials and 2 representatives of a private firm.
The prosecution requests the trial of former officials, Altin Pali, Arben Guraj, Valentina Jançe, on the charge of corruption after they received 3 thousand Euros to grant construction permits.
SPAK also filed a claim for engineer Arjan Demiri and Vait Koshin, administrator of a private entity.
Specifically, SPAK seeks to:
Arben Guraj, Head of the Services Sector: 4 years in prison/ 2 years and 8 months in prison, with shortened trial.
Altin Pali, director of Urban Planning: 3 years in prison/ 2 years in prison, with a shortened trial.
Valentina Jançe, former head of Urbanism: 3 years in prison/ 2 years in prison/ suspension, probation.
Vait Koshi, administrator of a commercial company: 18 months in prison/ 12 months in prison, with a shortened trial.
Arjan Demiri, engineer at this company: 1 year in prison/ 8 months, with shortened trial.
The officials were arrested in February and are now expected to face justice on charges of "abuse of duty" and "corruption".
After analyzing the evidence collected in the framework of this criminal proceeding and the completion of the investigations, SPAK addressed the GJKKO with a request to send the case for trial in charge of the defendants: Arben Guraj, Altin Pali, Valentina Jançe, Agim Çunaj, Arjan Demiri , as well as Vait Koshi.

Mes personave të hetuar nga SKAP ka qenë edhe drejtori i Zyrës së Urbanistikës, të Bashkisë Dimal, Altin Pali, pasi akuzohet për veprat penale të “Shpërdorimi i detyrës”, kryer në bashkëpunim, si dhe “Korrupsioni pasiv i personave që ushtrojnë funksione publike”. Si dhe Agim Çunaj me detyrë përgjegjës i IKMT pranë Bashkisë Dimal, pasi akuzohet për veprën penale të “Shpërdorimi i detyrës”.
SPAK has requested a trial at the end of the investigations also for Valentina Jançe, since at the time of committing the criminal offense she held the position of head of urban planning at the Dimal Municipality. Jançe is accused of the criminal offenses of "Abuse of duty", committed in collaboration and "Passive corruption of persons exercising public functions".
Engineer Arjan Demiri is also on the list of persons taken by SPAK for trial to GJKKO, as he is accused of the criminal offense of "Exercising illegal influence on persons exercising public functions". As well as the manager of a private entity, Vait Koshi, as he is accused of the criminal offense "Active corruption of persons exercising public functions".
