The mafia in Albania is not the individuals and the street groups, who roam with bags of drugs inside and outside the borders and with millions laundered with towers, hotels, casinos, resorts, HPPs, concessions, monopolies of garbage, food, banks and offshore companies.
But it is the political, governmental and state leaders who have given them the controls of all the economic-financial sectors of the country; who have them as a joint business and share the profits, where they manage, while the statesmen supply them with assets, support them, protect them and do not touch them.
For example, Sali Berisha calls Edi Rama a mobster, because he has gathered around himself the oligarchic group, to which for 10 years he has been giving public property land, land, ports, permits for towers, resort licenses, energy and phantom PPPs worth millions of Euros for free from state funds.
While Edi Rama says that the Albanian mafia is represented by "non grata" Sali Berisha, mentioning the fact that during 8 years the prime minister gave permission for 260 private HPPs, nearly 2 billion Euros of public assets with the scheme "Albania 1 Euro" and 18 concessions, from coloring fuel, stamps and fiscal cash registers, scanning containers to the National Lottery.
Now that he has been investigated by SPAK with the criminal measure "Compulsion to appear", Sali Berisha says that the decision for the former "Partizani" complex, but also for the sale of 4 state HPPs, the sale of ARMO, etc., etc., are made by government decision.
While Edi Rama, after every investigation and arrest, the minister, the mayor and the director, says that the responsibility is personal, because they have 'eaten pears' behind his back, while he protects oligarchs and traffickers, builders of towers and market monopolists.
In reality, Sali Berisha and Edi Rama are immersed in economic-financial affairs, made with forethought in favor of family members, friends, ministers and clients, traffickers and criminals, dressing them with laws, government decisions, orders and state contracts.
Despite the fact that they are the same in economic crimes, they differ between them in this fact:
Sali Berisha, prepared with the experience of pyramid power in 1992-1997, created the mafia groups after coming to power for the second time in 2005, and he commanded them with an iron hand during power and is commanding them during 10 years in opposition.
While Edi Rama, as the biggest affair during his time in power in the Municipality of Tirana, had the taking of a 20% bribe for every construction permit; after he became prime minister in 2013, he found mafia groups ready and made them personal parts of his power and empowered them.
In the beginning, he expanded them with oligarchs and traffickers, whom he totally commanded, with the power of the prime minister who gave them construction permits, service licenses, land, PPP and concessions and donated funds and public assets with personalized laws and decisions.
But the positions changed, because since 2019, it is the mafia oligarchs, bosses of offshore companies, PPPs and traffickers, builders of towers and bankers, who are commanding Edi Rama and he obeys them as their apprentice, but he acts as if he commands them.
It doesn't take much thought, to understand that the mafia has immersed and captured Bablok so badly in dirty deals, that from the total capture he has lost his power as prime minister and has become their lawyer, as he is doing with the Arbri Street affair, Alabbar, landfills, surgical equipment, Check-up, the charter company, the PPP of Butrint, the "Pacolli" airport of Vlora, etc. etc./ Pamphlet
