The Albanian Parliament has been involved in a fierce clash with the Democratic Party, regarding the administration and access to the SPAK investigative file for MP Belinda Balluku.

At the center of the debate is the way the documents accompanying SPAK's request to lift Balluk's immunity were handled and the refusal to distribute them to members of the Mandates Council.

The Pelesh Office has confirmed that the “secret investigative” documentation is in the protocol vault and cannot be distributed without following the established procedures. “ This issue and the manner of familiarization with this information will be discussed at the meeting of the Council for Regulation, Mandates and Immunity, in the presence of the SPAK prosecutor ,” the official reaction of the Assembly states.

But this position has been strongly opposed by the opposition. The head of the DP parliamentary group, Gazment Bardhi, has reacted publicly by accusing the Assembly leaders of deliberately blocking information. He described the concealment of evidence as unjustified and asked Pelesh to immediately make the full documents, including the prosecutor's order dated December 16, 2025, available to the members of the Council.

" Niko, you are wrong! I can no longer keep Edi Rama's corruption in a safe. It is out in the open, in every public matter !", Bardhi wrote on social media. He stressed that the law obliges the prosecutor to submit the accompanying documents to the Assembly and the Speaker of the Assembly to immediately forward them for review to the Council and the MP involved.

In support of his position, Bardhi cites Article 118 of the Rules of Procedure of the Assembly, which stipulates that: “ The request and accompanying documents for the granting of authorization for a security measure shall be submitted to the President of the Assembly by the prosecutor. The President shall immediately send the request and accompanying documents to the Council for review... and inform the deputy .”

Political tension has further increased following statements by Bardhi and former Prime Minister Sali Berisha, who accuse Prime Minister Edi Rama of interfering to cover up his involvement. “ The dossier proves that Rama is not defending Balluku, but himself. Shame on a prime minister who deals with the allocation of tenders ,” Bardhi wrote.

On the other hand, Niko Peleshi insists that there is no violation of the regulation and that every action was taken in coordination with SPAK, given the classified nature of the materials. The announced meeting of the Council for Regulation, Mandates and Immunity will be decisive in determining whether the documents will be made accessible to MPs and whether the Assembly will accept SPAK's request for Balluk.
