Ministers delegate powers, some still on vacation, some return to duty...
The fever of the new government has begun to be felt among the Socialists. The heat seems to have gone away with August and Edi Rama is expected to present his new cabinet very soon.
Looking at the developments of recent weeks, the signals are that Rama will bring a different government, as the vast majority of current ministers are expected to no longer find themselves in it. New ministries, divisions or mergers of ministries are expected, while evil mouths say that Rama may also bring in people from the opposition.
But as the head of government is finalizing the details of the new cabinet structure, most ministers have returned from vacation.
A series of orders signed by the ministers of Justice, Interior, Agriculture, Health, Economy, etc., who have delegated powers to deputy ministers, have been published in the Official Gazette. They are mostly for a two-week period, which means that they have gone on vacation.
It is noteworthy that the Minister of Agriculture Anila Denaj returns from vacation tomorrow. Meanwhile, the Minister of Health Albana Koçiu has closed her holidays today. The Minister of Interior has started them late, after Ervin Hoxha has delegated powers to Julian Hodaj from August 14 to 24, 2025. While Ulsi Manja has divided them into two phases, after issuing two orders for delegation of powers, one for the period 1.8.2025–15.8.2025 and one for 18.8.2025–25.8.2025. Meanwhile, the Minister of Economy, Blendi Gonxhja, also closes his holidays tomorrow.
But despite the fact that some have returned and some are still on vacation, it is certain that no one knows their fate. Rama has never notified those who are leaving in advance and they will most likely find out whether they will no longer be in the government or will move to other ministries on the day the new government is presented.

- Delegation of the powers of the head of the Ministry of Interior, from August 14 to 24, 2025, to the Deputy Minister of Interior, Mr. Julian Hodaj.
-Delegation of the powers of the Head of the Ministry of Justice from 1.8.2025–15.8.2025, to the Deputy Minister of Justice, Mr. Tedi Dobi; Delegation of the powers of the Head of the Ministry of Justice from 18.8.2025–25.8.2025, to the Deputy Minister of Justice, Mr. Klajd Karameta.
-The powers delegated by the Minister of Economy to the Secretary General are delegated to Mr. Sokol Ismaili, Director General of the General Directorate of Economic and Support Services, for the period 8.8.2025 to 18.8.2025.
-Delegation of the powers of the Head of the Ministry of Health and Social Protection from 4.8.2025 to 15.8.2025, to the Deputy Minister of Health and Social Protection, Ms. Entela Ramosaçaj.
