
Prime Minister Edi Rama announced on Monday the changes in seven ministerial positions at the end of a long speech before the Socialist Party Assembly, without explaining the reasons for reshaping his cabinet.
He decided to remove from his cabinet the Minister of Foreign Affairs, Olta Xhaçka, the Minister of Agriculture, Frida Krifca and the Minister of Education, Evis Kushi - while repeating the promise that he will not protect anyone who will face justice.
This was the third and biggest change in the government since Rama received a third governing mandate in 2021.
A year ago, he fired the Deputy Prime Minister and Minister of Finance, Arben Ahmetaj, who is currently on the run accused by the Special Prosecutor's Office of corruption and money laundering in files related to the incinerator affair.
In July, Rama dismissed the Minister of the Interior, Blendi Çuçi, in response to public anger in the face of another scandal that involved the State Police and the close family members of the former deputy of Kruja, Rrahman Rrahja.
At least two of the ministers who left this week have also been the target of public accusations.
The former minister Xhaçka also has her mandate as a member of parliament in question due to a decision of the Constitutional Court, which followed the benefit from her husband of the status of strategic investor, while Krifca fled from Agriculture a few months after the European Union announced the suspension of IPARD funds based on of corruption suspicions. The case is currently under investigation by the Prosecutor's Office.
According to political analysts, the recent changes in the government are related to the scandals in government and the investigations currently being carried out by the Special Prosecutor's Office, SPAK.
Armand Shkullaku, one of the leaders of the online media, Lapsi.al, told BIRN that these changes reflect Prime Minister Rama's need to take action "after dozens of scandals that have ruined his image".
"Exactly the scandals and hot issues of abuses and thefts in tens of millions of euros have forced Rama to make the last moves, with the hope that they can create the perception that now something is changing and the time of abuses is coming to an end," Shkullaku said. .
But Shkullaku estimates that corruption in Rama's government "is not a matter of specific names, but of an entire system".
Even Robert Rakipllari, director of news television News 24, told BIRN that the main reason behind the changes is related to the consumption of governance and SPAK investigations.
"What I judge in these circumstances is a move to reduce the cost of the figures consumed in government," he said.
Rakipllari estimates, however, that the dismissed ministers share different profiles.
"Xhaçka is one of the most serious and balanced ministers in the direction of foreign policy, while Krifca was promoted as a new managerial figure, but that did not turn out to be so," Rakipllari added.

In power since 2013, Prime Minister Edi Rama has not spared his subordinates whenever his power has been shaken by corruption scandals or growing popular discontent.
His 2013 political team has been replaced almost entirely by technical officials – with no apparent connection to the Socialist Party.
In the same line, Rama promoted former deputy minister Ervin Mete to the three key positions of his cabinet as Minister of Finance, diplomat Igli Hasani to the position of Foreign Minister and Albana Koçi to the Ministry of Health.
