The Democratic Party, through the Anti-Corruption Spokesperson, Genta Vangjeli, has publicly denounced another case that directly affects the interests of Albanian citizens and the public healthcare system.

It is about the largest health center in the country, QSUNT.

According to the statement of the DP spokesperson, instead of solving the problems of lack of medicines and basic services, the government is prioritizing profitable projects of a business nature at the heart of the public health system.

At the center of the accusations is a construction project on the premises of the University Hospital of Tirana. It concerns “a contract worth 14 million euros, announced by the Albanian Development Fund (FSHZH) in September 2024, with the object: “Improvement of urban transport and parking - Construction of a multi-level multifunctional parking building at the University Hospital of Tirana”. The project was won by the company “Salillari shpk” in cooperation with “ASL shpk”.

According to the contract, the intervention includes the construction of two buildings: a 6-storey parking structure (5 above ground and 1 underground) and a 5-storey hotel for reception and logistics purposes, also with an underground technical floor. The project implementation deadline is 24 months.

Without worrying about the lack of vital medications, Edi Rama's government certainly prioritizes business ideas.

Thus, the largest health center in the country, QSUNT, is turning into a profitable shopping center.

In September last year, the ADF announced the tender with the object "Improvement of urban transport and parking (QSUT Parking): Construction of a multi-level Multifunctional Parking building at the University Hospital Center "Mother Teresa" Tirana (QSUT)", a procedure which was won by Salillari shpk with supporting entity ASL shpk, for a value of 14 million euros (including VAT).

The contract, expected to be completed in 24 months, includes two buildings, a 5-story above-ground and 1-story underground car park, as well as a 5-story above-ground hotel for reception and logistics services plus 1-story underground for technical facilities in its function.

It is likely that the management of the new parking lot could be carried out by the Economic Support Agency created (in 2018) by the Albanian Development Fund, led by former senior officials of the Socialist Party.

It is headed by Alfred Dalipi, former Deputy Minister of Environment and former SP MP. This agency started its activity by setting parking fees at QSUT, and has now transformed into a structure that, in addition to QSUNT parking, also manages parking lots and projects throughout the country, such as

• Tourism Development Center in Valbona, Tropoja

• in Vermosh, Malësi e Madhe

• Agrotourism Complex in Belsh

• Parking Building in Berat, in “Teodor Muzaka” Square

• Regional Development Center in Korça

• Parking Building in Gjirokastra, in “Çerçiz Topulli” Square.

Through these projects, the Agency generates millions of euros at the expense of public funds. Meanwhile, the QSUT – the country's largest hospital – faces a lack of basic services and spaces are being used for paid parking areas.

This is another example of the extortion of public property and the conversion of health institutions into private businesses, at the expense of citizens.

The Democratic Party demands full transparency and the immediate halt of projects that aim to turn the QSUT into a profit-making center, instead of being an institution serving patients and public health.
