In accordance with Article 48 of the Statute, it is the duty of the DPA Presidency to, in the absence of the institutional will of the usurper of the position of president of the DPA, take the necessary institutional actions to establish the legitimacy of the governing bodies of the DPA," the request states.
Referring to the statute of the Democratic Party, Balliu requested not only the conclusion of Berisha's mandate, but also the ban on Berisha's candidacy for the post of mayor in the elections of May 23, 2026.
Her letter emphasizes that "any decision-making by Berisha after 04.09.2025 is absolutely invalid and, as such, cannot bring legal consequences as long as the body that took them was not in function after the end of the mandate."
Date 04.09.2025 marks the entry into force of Decision No. 34 of the Regulatory Commission and Decision No. 30 of the Electoral College, which have been recognized and respected through conclusive actions by the DPA.
