SPAK files blocked at the GJKKO, delays in passing cases to trial
Justice reform was carried out with great fanfare in 2016, but the focus solely on arrests has led to problems in the most important link: the trial.
SPAK has carried out many sensational attacks in recent years, where it managed to arrest former president Ilir Meta, placed Sali Berisha under arrest, Mayor Veliaj, former minister Beqaj, former minister Lefter Koka, etc. were also arrested.
But while SPAK boasts of its achievements, a very worrying phenomenon is being observed, as files have been stuck in the courts. To be more precise, the GJKKO is taking a long time to pass files for trial.
In September 2024, SPAK closed the “Partizani” file and sent Sali Berisha, his son-in-law and other accused names for trial. But the file dragged on in the courtroom for a full 8 months, as only in May 2025 did the GJKKO decide to pass it on for trial. But while the process began, the hearings have been dragging on for almost a year and there has been no progress in the process.
In this section, the most scandalous case is that of Fatmir Mediu. In February 2023, SPAK closed the investigation and sent Fatmir Mediu for trial for "Gërdec". 3 years have passed and the process against him is still ongoing, while it is not known when it will end.
At the end of August, SPAK closed the file on Ilir Meta, Monika Kryemadhi and other names, but 5 months have passed and there is still no decision on whether the file will go to trial.
For Ilir Beqaj, the investigations into the “Sterilization” file were closed in March 2024 and only in February 2025 did the file go to trial. While for EU funds, it has been 1 year since the file went to the GJKKO and the trial has not started. For the mayor of Tropoja, Rexhë Byberi, the investigations were closed in December 2024 and only a few days ago the file went to trial. The same thing has happened with other officials.
So, it seems to be a massive scheme, where some of the accused use it to take advantage of pre-trial detention, which is known as a day and a half, and get out of the cell faster after the sentence. However, the negligence of the GJKKO, which accepts any kind of whim and drags out the sessions endlessly, is not understandable. /Pamphlet
