Israelis will build the first data center in Albania...

Just a few days after Prime Minister Edi Rama was welcomed with ceremony and warm words in the Israeli Parliament, it seems that "the next wave" has arrived.

This time not with speeches or protocol photos, but with a strategic agreement that raises strong questions about Albania's digital sovereignty.

According to Israeli media, Albania will build its first large data center thanks to an investment of around 100 million euros by the Israeli company ADC. The project, heralded as a success in the rapprochement of relations between the two countries, foresees that a significant part of the country's data infrastructure will be managed by a foreign company, with owners and interests outside Albania.

In short: after a glorious reception, Albania seems to be opening its servers.

Permits have been granted in record time, state land has been made available, "green" energy is provided by the state, and financing is supported by the EBRD. A package of privileges that for many local entrepreneurs still remains unattainable, but which for a foreign company became a reality within 60 days.

The irony is that everything is presented as development, modernization and European integration, while no one clearly explains what happens to the strategic data of the Albanian state. Who administers it? Who has access? And what real guarantees are there that sensitive information of institutions, citizens or public systems does not go beyond national control?

Following closer relations between Israel and Albania, Israeli company ADC has been selected to build the country’s first data center. The project, which will be built in a free trade zone near the capital Tirana, will cost around 100 million euros. The facility will be based on Nvidia’s Robin graphics processors and will offer 32 megawatts, with the potential to expand to 100 megawatts. ADC is jointly owned by Happy Technologies (80%) – a cyber and IT company owned by Roi Shaposhnik, Noam Frank, Shlomi Avni and Itai Melchior; and data center consulting company DIT (20%), headed by experts Zvika Friedman, Nir Poltorak and Dan Carmi ,” writes “ Globes ”.

It further states that the construction permit was granted to the company within just 60 days and the facility is being built on 1.8 hectares of government land (with an option for an additional 1.3 hectares) in the TEDA free trade zone, which is under construction west of Tirana.

In addition, communication and power infrastructure has been pre-established, and the local electricity company is constructing a dedicated substation on site. The National Electricity Company of Albania will provide a green electricity facility from a hydroelectric source. In terms of financing, ADC has secured a credit line from the European Bank for Reconstruction and Development (EBRD) for 75% of the project cost.

Even before construction was completed, the data center had secured three major clients: Albanian technology company Infosoft, a German storage company, and an Albanian government client, whose identity remains confidential ,” the article emphasizes.

A data center is a specialized physical space where digital data is stored, processed, and managed through servers and advanced technological equipment.

In simple terms, the data center is the “brain” and “memory” of the digital world. It houses very powerful computers that work 24 hours a day to keep services such as websites, government systems, banks, civil registries, institutional data, online communications, or artificial intelligence platforms functional.

The government often talks about sovereignty, independence and national dignity. But in the digital age, sovereignty is not only measured by geographical borders, but also by servers, data and information control. And today, the question that naturally arises is this: are we building a digital Albania, or are we simply handing over its “keys” to the data of others? /Pamphlet

    Po sikur Izraeli nuk është aleati kryesor gjeostrategjik i Shqipërisë. Sikur nuk ka dhënë ndonji kontribut të drejtëpërdrejt dhe vendimtar në çështjen kombëtare. SHBA po. Apo shteti dhe kombi janë pasuri personale e Edi Ramës? Apo Edi Rama kërkon furrik ku ta lëshojë vezën dhe Izraeli i ka premtuar që do ta ngrohë, deri sa ti rritet i biri. Një regjimi teokratik nuk mund ti besohen sekretet shtetërore dhe kombëtare. Dhe një njeri si Edi Rama me identitet etnik të pa definuar nuk duhej të emërohej Kryeministër i Shqipërisë. Duhen ndryshime kushtetuese edhe për këtë aspekt. Kombi Shqiptar në riformësim e sipër, do ketë mbështetjen e SHBA .
