The new agreements on territorial, electoral, parliamentary and judicial reform are being seen as a major political bargain, with Rama seeking to control his own transition, while Berisha seeks protection from investigations...
There are many who are rushing to link the chain of recent Rama-Berisha pacts to the competition within the Democratic Party.
In fact, Sali Berisha has neither given up nor is he worried about the race or his rivals. He considers the party to be private property. His real anxiety is not the race in the DP, but the investigations that have been opened against him and his family, while the court process for the "Partizani" case has just begun.
In all likelihood, Berisha and his family's time will continue between courts and prosecutors' offices for many years to come.
Berisha may think that God gave him the name as a sign of support, but he forgets that providence, in this case, may have had it in for him.
In the future, a large part of the Berisha family's energy and wealth will go to the prosecution, courts, lawyers, experts and legal assistants.
In the West, this is one of the basic rules of justice. Time and money are wasted in the courts, especially by those who have gained a lot by abusing power.
Knowing that other processes may be numerous and harsher, from Gërdec and January 21, to the Tropoja murders, Berisha is seeking to strengthen himself as a political factor through agreements with Edi Rama.
Rama, for his part, uses his old rival as a real political ally. Berisha serves as an alibi to stay in power, but also as an instrument of blackmail against internationals.
It seems that in the series of agreements that began with the EU resolution, the worst is yet to come. In addition to territorial reform, Rama and Berisha have agreed to change the composition of Parliament, bringing the number of MPs to 101. This would further close the political system.
Meanwhile, another serious issue is Edi Rama's agreement with Greece to allow the maritime issue to go to the International Court of Justice. This version, according to experts who have advised the prime minister, carries great risk and favors Athens.
Greek Defense Minister Nikos Dendias will arrive in Tirana on Monday, the day before the EU-Albania Intergovernmental Conference is expected to take place on the 26th. This visit is seen as direct pressure on the Albanian prime minister to sign the document requested by Athens.
It is precisely for this secret agreement, according to rumors, that Sali Berisha has also agreed. These days, a senior MP from Kyriakos Mitsotakis' "New Democracy" party met with him.
At this meeting, Berisha announced that he will not oppose Edi Rama's agreement with Athens to take the case to The Hague.
But the barrage of shady deals doesn't end there. In July, when territorial and electoral reforms are expected to be approved, two major changes to the Criminal Code and the Criminal Procedure Code will also be introduced in Parliament.
There are also rumors of a constitutional change that would increase the role of the Attorney General, but the details are being kept secret, at least until the conclusion of the Intergovernmental Conference with the European Union.
Meanwhile, Sali Berisha has also requested the approval of a second chamber of Parliament, with 25 "senators", who will have a constitutional status similar to that of the President of the Republic.
According to this option, no criminal prosecution or criminal process would be allowed against them while in office.
So far, the majority has rejected this request. However, the matter is not closed.
And this is precisely the essence of this entire movement. It is not about the race in the DP. It is not even about political reform. It is about a great survival bargain, where Rama seeks to control his own transition, while Berisha seeks political refuge in the face of justice./ Pamphlet
