Democratic Party MPs have stood up and occupied the parliament's rostrum, claiming that the rules of procedure have been violated and they have not been given the floor for a procedure. Tensions began after the remarks between the Democratic Party leader, Saali Berisha, and the former Foreign Minister, Elisa Spiropali.
The latter, taking the floor at the session, said she was surprised that Berisha had the floor, who in previous sessions had warned of Spiropali's departure from the Government. But Berisha said that Elisa Spiropali left because of Belinda Balluku.
The Democratic leader asked for the floor to reply to Spiropali, but the chairman of the session did not give him the floor, claiming that he would first read the agenda of the Assembly's proceedings. In this context, Peleshi announced that the President's decrees regarding the appointment of new ministers had arrived in the Assembly, while the DP deputies stood up and went to the Assembly's podium.
Flamur Noka and then Klevis Balliu and Ina Zhupa were the first MPs to ask Pelesh to give the floor to Berisha, who took the podium, while the Assembly was voting on the President's decrees regarding the dismissal of ministers and the appointment of new names as part of the Government Cabinet.
"You have a phobia of the opposition's speech, you also make changes to the Rules of Procedure unilaterally," Zhupa told Speaker Peleshi. The latter stated that none of the DP deputies had agreed to take the floor on a point of procedure.
"I gave the floor to MPs Klevis Balliu, Ina Zhupa, Jozefina Topalli and they refused, now you are creating tensions in the session. You are trying to disrupt the session," Peleshi addressed the DP MPs, who did not even participate in the voting on the President's decrees, while Berisha declared that Edi Rama's time is over.
