"The change of the destination from "sports" to "residential area" was made by Edi Rama in the capacity of the mayor", says the former prime minister of the country Sali Berisha regarding the issue of privatization of the former "Partizani" complex.
Invited to the show "Opinion" on TV Klan, former Prime Minister Berisha says that this was the only violation in the 200-page file where SPAK has raised charges against him, his son-in-law, Jamarbër Malltez and the builder Fatmir Bektashi.
Sali Berisha: We take the accusations one by one: 1. "Misuse of duty in cooperation", there is no legal violation and you can not extract any legal violation in 200 pages, except for one. There is a violation of the law, it was done by Edi Rama, who in 2006, on June 6, decided in the Council of the Territory of Tirana, the change of destination, which, according to the prosecutors, is a violation of the urban planning law. In matters of city planning, the court has decided that the mayor is the determining factor. I am a man of the law, I implemented the decision of the Constitutional Court.
He turned it from a sports area to a residential area and you approved it and SPAK says you did it in a conflict of interest?
Sali Berisha: If the mayor decides, the tag belongs to the mayor, my signature is formal. Can you read the conflict of interest a little bit? You can find a little of my signature in the documents. It is the first territorial adjustment plan for Tirana, Edi Rama did not do it for 11 years. That plan was built by Lulzim Basha with a Swiss company. When that plan was implemented, Edi Rama had changed the destination, not only of the sports club, but also of the rest of the club, and as far as you know, take Shalsi here when he was consulting.
Was this decision that you signed right?
Sali Berisha: It seemed to me changed, I have no right to change what the Municipality of Tirana changes.
