The political bargaining between Edi Rama and Sali Berisha for Ridvan Boden has been confirmed by the failure to announce the end of his mandate in the Supervisory Council of the Bank of Albania. While the other three members have officially declared the end of their mandate and opened procedures for a new competition, for Boden this process has been silently bypassed. The law clearly defines the 7-year term and the obligation to re-run, but the institutions have chosen to ignore this rule, guaranteeing the former minister a second mandate without competition. The case reinforces suspicions of political protection and open violation of the law in one of the most important financial institutions in the country.
This bargain was confirmed on February 2, 2026, with the announcement of the end of the mandates of three members of the Bank's Supervisory Council, specifically Luljeta Minxhozi, Violeta Staka and Artan Hoxha.
According to the law on the Bank of Albania, the mandate of the member of the Supervisory Council, Ridvan Bode, has also ended, but the Parliament and the Bank of Albania, in agreement between them, have not declared the end of his mandate nor the announcement of the vacancy.
Ridvan Bodes, like the other three members of the Supervisory Council, has had his 7-year legal mandate expire on December 18, 2025, and he has the right to run again for another term.
But, as is understood, his former boss Sali Berisha and Edi Rama have ordered that the common shopkeeper and thief, Ridvan Bode, not be declared out of office, silently allowing him to continue his second term without competition.
Point 4 of Article 44 of the Law "On the Functioning of the Bank of Albania and the Election of Central Governing Bodies" clearly states:
"The term of office for each member of the Bank's Supervisory Council is 7 years."
But in the list of new candidates and current members of the Bank's Supervisory Council whose mandate has ended and are running for a second term, Ridvan Bode's name is missing.
Meanwhile, the Albanian Parliament and the Council of the Bank of Albania, in agreement with each other and obeying the bargaining chip of Sali Berisha and Edi Rama, have not announced the end of Ridvan Bode's mandate as a member of the Bank's Supervisory Council.
Ridvan Bode, like his three colleagues and the 17 new candidates, is required by law to run again in an open competition before the Parliamentary Committee on Economy, giving an account of his work during his first 7-year term on the Supervisory Council of the Bank of Albania.
But with the blessing of the Rama-Berisha duo and the silence of the Parliament and the Bank of Albania, Ridvan Bode will continue his second term without being subject to competition and voting for another 7 years, until the age of 74.
We recall that Ridvan Bode received his first mandate on December 18, 2018, as the government's candidate at the proposal of Edi Rama, in a silent bargain with Sali Berisha, just as is being done now to leave him another mandate on the Bank's Supervisory Board, openly violating the law.
