A report approved in Brussels, drafted by European Commission experts after direct interviews with Albanian civil servants, describes an alarming situation in the state administration. Employees of ministries and central institutions confess that they live under constant pressure, fear and authoritarian behavior from political superiors, who operate with forceful orders and not with professional discussion. The report speaks of severe depression, the risk of suicide and a total lack of meritocracy, comparing the administration to a military structure. The findings seriously jeopardize Albania's progress towards the European Union and push the EU to request a high-level inspection of the way the Albanian government designs and implements public policies.
A scathing report has been approved in Brussels for Albania, which risks blocking or suspending the country's further progress towards the European Union.
Designed by a group of European Commission experts, the inspection was prompted by interviews with a section of the Albanian administration. This type of interview is standard for studying and understanding aspects of the situation in labor relations and is not always applied, but only in specific cases for countries seeking EU membership.
The report, which is learned to be more of an informal document than part of the acquis communautaire, has brought to light shocking data.
Employees of ministries and central institutions have confessed to interviewers that they feel terrorized by their bosses.
Almost all ministers behave according to a uniform protocol. There is evidence of civil servants who say that they never want to meet their superiors, namely ministers or heads of institutions, because they consider these meetings as sessions of violence. In all cases, superiors do not discuss objectives in an argumentative manner, but dictate them and demand that they be implemented without fail, even when the conditions are lacking.
A serious example mentioned in this report is Mirela Kumbaro, Minister of Education, who according to evidence has terrorized the administration. When requesting the completion of a task, she is said to order "don't talk, it should have been done", without argument and without a treatment process.
Complaints have also been sent to Prime Minister Edi Rama from terrorized employees from the Ministry of Education, but according to the report, he forwarded the complaints to the relevant minister, who then exerted even greater pressure on their perpetrators.
The report emphasizes that this situation has caused severe depression among employees, and even the risk of suicide, as they are not faced with professional and intellectual logic, but with authoritarians who issue forceful orders, as if it were a military unit.
According to the document, central institutions in Albania do not conduct genuine discussions and processes for policy development, but function through unilateral orders, often of an exacting and military nature.
The authors of the report call on the European Union to undertake a high-level inspection of the way in which policies, both community and sectoral, are drafted by ministries in Albania.
The signals coming from the interviews speak of a daily frustration in the administration, where meritocracy is lacking, analysis and discussion are lacking, and only obligation and order prevail.
