The Democratic Party Parliamentary Group has officially submitted to the Assembly the proposals for the new parliamentary regulations, at a time when the majority and the opposition have begun discussions following the Constitutional Court's decision that overturned the changes unilaterally approved by the Socialist Party in September.
The Democrats have been involved in the process this time and in the submitted document they oppose some of the changes proposed by the majority, describing them as a direct limitation of the role of the opposition in Parliament.
" The Democratic Party Parliamentary Group is against any kind of change that aims to limit the space and rights of the opposition in Parliament ," the document filed in the Assembly states.
According to the Democrats, some of the amendments aim to “turn the de facto restriction of the opposition into a legal restriction.” They particularly oppose the reduction of the discussion time from 10 to 5 minutes, the accelerated procedures for draft laws related to European Union legislation, and the abolition of reports by constitutional institutions to parliamentary committees and the plenary session.
In the draft, the DP also proposes changes to the functioning of the Secretariat for Procedures, Voting and Ethics. The Democrats demand that this body have equal representation between the majority and the opposition.
" The Secretariat for Procedures, Voting and Ethics consists of a secretary and five members, in equal ratios between the parliamentary majority and minority ," the draft stipulates.
Another point relates to disciplinary measures against MPs. The Democrats demand that expulsion decisions be automatically suspended if an appeal is filed with the Assembly Bureau.
The DP has also proposed limiting the length of plenary sessions. The draft requires that discussions be suspended after 10:00 PM and resumed the next day at 10:00 AM, if requested by the chairman of a parliamentary group.
" In the event of an extension of the plenary session beyond 10:00 PM, at the request of the chairman of a parliamentary group, the plenary session shall be suspended and resumed the following day at 10:00 AM ," the proposal states.
The Democrats also demand an increase in political staff in the Assembly, proposing that each parliamentary committee have a political employee dedicated to the opposition.
