The Socialist Party and the Democratic Party have already found a common language regarding the new electoral code. The list of candidates will not be completely open and the candidates for MP will no longer have to break the quota to take a place in the Parliament of Albania.
A day ago, the draft that defines the formula of the new electoral code with which we will vote in 2025 and how the deputies will secure their mandate was made public.
1/3 of the list closed, 2/3 open. The scheme may seem complicated, so we have explained it with concrete examples and graphics.
With these changes that have been made, the political parties must bring 2 lists of candidates to the Central Election Commission. The first list is the fixed list, while the second list is with the candidates subject to the preferential vote.
FORMULA 1/3 CLOSED AND 2/3 OPEN, HOW WILL THE DISTRIBUTION OF MANDATES BE REALIZED
• Political parties submit two lists of candidates to the CEC:
1. Fixed list of candidates
2. List of candidates subject to preferential voting
Example of the district of Tirana with 36 mandates
1. Fixed list of 12 candidates
2. List subject to preferential voting with 36 candidates
• Fixed list sorting in numerical order
• Sorting the list by preference vote in alphabetical order of the last name
• Voter in the election:
2. Choose one of the candidates from the other list
• How will the deputies of a party be elected?
- The fixed list is exhausted
- It is followed by a list of voted candidates
