Former socialist minister, Arben Malaj, has a critical and at the same time alternative approach to current political developments in the country, with a particular focus on the situation within the Socialist Party and his ambition to run for the Municipality of Vlora.
In this interview for the newspaper "Panorama", in strong tones, Malaj raises the alarm for a party that, according to him, has lost its democratic identity, is immersed in corruption and has turned into a centralized structure, where different opinions no longer exist. Targeting the leadership of Edi Rama, Malaj speaks of "state capture", vote manipulation and a climate of fear that, according to him, is keeping power afloat. From the "Balluku" issue, to civic apathy and the lack of protests, he speaks of a dark panorama of political reality, so according to him, a transitional government, but not of political parties, can return Albanians' trust in the free vote. At the same time, he presents his candidacy as an act of gratitude and responsibility towards Vlora, promising a more open, more humane and more sustainable development-oriented leadership style.
Mr. Malaj, how do you see the current climate within the Socialist Party?
The SP has very big challenges, first of all to move from a party of the chairman, to a party of its members. Without winning this internal challenge, the SP will fade in its mission as a democratic political force and its governments will be increasingly affected by corruption and state capture, as is currently happening.
Does the Socialist Party today have room for different opinions or does a centralized decision-making model dominate?
Unfortunately not. Different thinking and freedom of free thought have been severely violated since the first day that Edi Rama took the lead of one of the most democratic parties in the country, thus removing a positive and inspiring reference model, which the Albanian social and political environment needs. The clinical death of free thought and different thinking occurred with the constitutional changes in 2008, which also confirmed the Siamese brotherhood of Rama with Berisha.
The SP goes into the upcoming local elections with a big bill on its shoulders, that of government corruption. In your opinion, how much will it hurt it in the elections?
Yes, the concrete example is Vlora, where voter turnout for both the parliamentary and municipal elections is unimaginable and unacceptable, in addition to the fact that disappointment and distrust in 'Rilindja' has grown.
How do you explain the continued support that the SP gives to Belinda Balluku, despite her being indicted by SPAK and facing strong accusations of corruption?
I believe that even Mrs. Balluku herself should not accept being mistreated by Rama in the name of loyalty. Of course, she enjoys the presumption of innocence, but there are cases in politics when politicians do a service to the country by taking a step or two back. Without admitting guilt without a court decision, but by investing in public credibility even without a public mandate as a minister or MP, and the responsibility not to delay or block her country's European perspective.
Does this situation jeopardize the credibility of the SP in the eyes of citizens?
Of course. Rama wins not from economic successes, but from the extraordinary successes of abusive influence and patronage in threatening and stealing votes. The Albanian people have a very significant expression about naked kings: “You can’t cover the sun with a sieve.” No court sieve can cover the blinding sun of corruption, state capture, and greed.
What is the solution in your opinion, how immediate is the political rotation in Albania?
Initially, a transitional government is needed, but not one of political parties. This restores confidence that the vote will not be stolen, creates hope, and the required political commitment of the majority of Albanians and Vlora residents.
Why don't Albanians rise up against the government, despite the government officials' abuse of their taxes?
This is clarified by a Yale University professor, who emphasizes that: “When voters lose faith that their vote brings change, autocrats come to power without tanks”. Therefore, the essence of my campaign in Vlora is to increase participation. There is no government, no matter how thieving and criminalized it may be, that can suppress the clear will of several hundred thousand voters. I aim my victory at increasing the awareness of Vlora voters. Their massive turnout in the elections democratically suppresses any scheme of vote-rigging.
In this political environment, you have announced your candidacy for the new mayor of Vlora. How realistic is your ambition in this case and what specifically motivates you?
Complete, clear, non-negotiable to take a step back. Deep daily and permanent gratitude, as well as to this day, for Vlora and the people of Vlora, who have inspired, supported and promoted me on the difficult human, public, academic and political journey.
Why this decision as an independent candidate, while your political commitment has been in the SP for years?
When a door closed in 2013, the boundless gates/horizon of Vlora certainly facilitate this dedicated commitment. I am grateful to all socialists, but under no circumstances would I run for any public office with the smeared logo of the greedy Rilindja. This is a red line that I will never cross. I repeat: I will never be a candidate of the greedy, corrupt and not only personal 'Rilindja'.
Have you had talks with the Socialist Party to get its support for your ambition?
No, because it is no longer the SP.
What do you mean it's no longer the SP?
‘Rilindja’ në thelbin e saj aktual nuk ruan më asnjë vlerë të PS-së si parti demokratike e fjalës e mendimit të lirë dhe mendimit ndryshe.
Cilat kanë qenë reagimet pas deklaratës suaj për garën e Vlorës?
Shumë pozitive. Po ju them vetëm një fakt: në momentin që e bëra prezent këtë ambicie pozitive, detyruese dhe mirënjohëse ndaj Vlorës, e kanë parë këtë postim rreth 178 mijë veta. Kam mesazhe shumë inkurajuese dhe të sinqerta nga personalitete dhe të rinj të diasporës. Ndjej respekt kur kaloj rrugëve të Vlorës. Unë jam bashkërritur me Vlorën dhe vlonjatët e kjo më krijon premisë pozitive për këtë konkurrim.
Çfarë keni konkretizuar deri tani lidhur me garën për Vlorën?
Nuk dua kurrë t’i lodh vlonjatët me një vit fushatë para nisjes së saj zyrtare, siç bën Rama. Fushata ime do të jetë derë më derë, mirënjohëse, pozitive, paqësuese dhe bashkëpunuese. Larg sulmeve dhe akuzave shpifëse. Fushata zyrtare do të jetë vetëm brenda afatit njëmujor që përcakton Kodi Zgjedhor, por puna ime për të njohur problematikën, zgjidhjet për problemet e pazgjidhura prej dekadash ka filluar. Një grup ekspertësh, pa asnjë preferencë specifike politike, kanë filluar të angazhohen për prioritetet dhe sfidat konkrete të Vlorës.
Cilat janë avantazhet tuaja në këtë garë?
E para, është dhënia fund modelit të arrogancës së qeverisjes. E dyta, një model zhvillimi jo duke betonizuar Vlorën, por me vizionin afatgjatë të ‘Vlora2’, duke e mbajtur edhe të gjelbëruar Vlorën aktuale dhe jo kulla në çdo cep të saj. Duhet të orientohemi drejtë te modeli ‘Milano1’ dhe ‘Milano2’. E treta, dhe më thelbësore, do t’i shërbej Vlorës me integritet të lartë dhe të patregtueshëm. Këtë të fundit e vërteton me një fakt. Edhe se unë kisha një familje të madhe me nëntë fëmijë, edhe pse kam mbajtur pozicione të larta politike dhe qeverisëse, asnjë prej vëllezërve dhe motrave të mia, ndryshe nga kolegët e babëzitur, nuk ka përfituar asnjë qindarkë fonde nga buxheti i shtetit. Me të njëjtin integritet do të konkurroj dhe do t’i shërbej Vlorës. Do të konkurroj dhe do të përfundoj çdo mandat publik dhe politik duke jetuar në të njëjtën shtëpi modeste në Vlorë.
Çfarë mungon sot në drejtimin e Bashkisë së Vlorës?
Rama i ka keqtrajtuar të zgjedhurit e popullit të Vlorës duke i nënvleftësuar dhe deri duke i poshtëruar edhe publikisht. Rama e ka reduktuar funksionin e kryetarëve të bashkive deri në nivelin e drejtorëve të ndërmarrjeve komunale të paraviteve ‘90. Administrata publike e bashkisë keqtrajtohet, sikur detyrimi i saj të jetë vetëm të bëhen patronazhistë sybesnikë të palodhur për vjedhje të votave. Shumë prej tyre përzgjidhen nga sistemi i “patronazhistëve” pa minimumin e ndjesisë dhe përgjegjësisë ndaj Vlorës. Mos harroni shkarkimin me urdhër të Ramës të 24 administratorëve të bashkisë.
Cili do të jenë vizioni juaj për Vlorën?
Premtoj dhe garantoj se do të zhduk modelin makiavelist të drejtimit të Vlorës në bashki, institucione, agjenci dhe ndërmarrje publike. Rama qeveris me filozofinë makiaveliste: “Më mirë të më kenë frikë sesa të më duan”. Në çdo angazhim timin publik, akademik dhe politik, mbi 40 vite udhëhiqem gjithnjë nga filozofia: “Më mirë të më duan sesa të më kenë frikë”.
Do ta reduktoj ndjeshëm arrogancën e frikës në çdo aspekt që shfaqet. (i) Tatimet, taksat dhe çdo institucion tjetër në varësi të bashkisë nuk do të paraqitet më për asnjë kontroll fizik në asnjë biznes. Analiza kundër informalitetit dhe mospagimit të taksave do të bëhet me analizë risku nga zyra. Edhe ballafaqimi do të bëhet në zyrat e taksave dhe bashkisë. (ii) Policia Bashkiake nuk do të ketë më makina dhe qëndrime fodulle nga xhamat e makinave, por do të operojë me këmbë ose biçikleta, duke i dhënë respekt maksimal çdo vlonjati dhe çdo turisti. (iii) Asnjë kontroll i zhurmshëm nëpër restorante dhe hotele gjatë sezonit ku tremben klientët, ky do të jetë një kujtim i hidhur nga e kaluara. (iv) Ndërmarrjet e bashkisë me humbje do të ristrukturohen rrënjësisht, duke vlerësuar çdo specialist dhe punëtor, por duke bërë ndërhyrjet e nevojshme që këto ndërmarrje të mos grabisin asnjë qindarkë të tatimpaguesve. (v) Praktika e turpshme e heqjes së aksesit në ujë apo bllokimi i ashensorëve në fillim të sezonit do të ndalohet menjëherë. Çdo vlonjat vendas dhe i ardhur, çdo turist vendas apo i huaj nuk do të përballet më me këtë arrogancë imponuese, prerjen e ujit dhe bllokimin e ashensorëve. Administratorët, nëse tolerojnë këto dy shkelje të dinjitetit njerëzor, rrezikojnë të humbasin vendin e punës. (v) Patronazhistët e ndërmarrjeve publike, duke filluar nga ujësjellësi, të rritur ndjeshëm në numër vetëm për të imponuar apo vjedhur votat, do të përballen me ligjin dhe shkeljen e Kodit të Etikës së çdo punonjësi të bashkisë dhe ndërmarrjeve publike e institucioneve të saj. Çdo projekt, përfshi këtu edhe Sazanin, i cili në qoftë se ka marrë të gjitha lejet sipas legjislacionit shqiptar për të investuar në Vlorë, nuk mund të pengohet. Kjo, sepse kostot janë shumë të rënda për tatimpaguesit shqiptarë. Çdo projekt i miratuar do të ndihmohet edhe nga Bashkia Vlorë, që të bëhen sa më parë funksionalë, të krijojnë vende pune dhe të ardhura. Mos harroni, rasti i pallatit “Basha”: i hedhur në erë me dinamit po u kushton shqiptareve 15 milionë euro, ndërsa rasti “Bechetti” rreth 150 milionë euro.
Njëherësh me ju, edhe Erion Braçe ka shprehur ambicien për Bashkinë e Tiranës. Si e shihni mundësinë e tij…?
Personally, I have historically supported the freedom of free thought, the freedom of dissent and especially their engagement in the challenges of the SP, severely undermined by the greedy model of the 'Renaissance'. I publicly supported Erioni when he ran and won significantly in the parliamentary elections. Erioni has left open the possibility of being a candidate on behalf of the SP, but has emphasized that if the SP does not run him, he will also compete as an independent. The possibilities or impossibilities for this ambition can only be clarified by Erioni, as I am doing today, reconfirming that I will run as an independent candidate in Vlora.
Is he a candidate who unites or divides within the Socialist Party?
Any competition that has positive goals never causes division, except to scare a part of the SP leadership, who can do anything to prevent it.
Who do you think is most likely to be the official SP candidate for Tirana?
Sorry, I can't do internal analysis when I've been far away from the behind-the-scenes and internal iniquities of part of the 'Rilindja' leadership for many years.
