Mayors continue to give Edi Rama a headache regarding the so-called "Mountain Package." Although the prime minister continues to trumpet this initiative, most local elected officials are unable to compile a list of properties that will be given to oligarchs.
Following the warning he gave in January, today at the SP Assembly meeting, Rama again threatened the mayors of municipalities. He made it clear to them that there will be no re-election unless 10 contracts for the use of areas in each municipality are secured.
" There will be no candidate who will receive approval to run for re-election as mayor without 10 contracts signed within the framework of the Mountain Package and without three approved joint ventures. It is impossible for this to be said, to be repeated, and in the meantime the territorial administrative reform places all that rural territory at the center of the municipalities and that territory continues to be seen as a territory for municipal works by the municipalities ," Rama stressed.
In fact, referring to government decisions, only 25 municipalities have declared the first areas with "priority for the development of the mountain economy", within the framework of the "Mountain Package", while 36 others have not done so. Even from the list of those who have accepted, some are led by DP mayors, while the Socialists themselves have rejected Rama.
At Wednesday's meeting, Emiriana Sako of Durrës and Fisnik Qosja of Kavaja submitted their lists to Rama. The "Pamphlet" itself denounced the fact that Emiriana Sako has declared 14,710 hectares of land and forest parks in the coastal areas of the Municipality of Durrës as "mountainous areas", while the mayor of Kavaja has declared 519 hectares of land as mountains.
On the other hand, one year after the adoption of Law No. 20, dated March 13, 2025, no application has been submitted for the acquisition of land, forests and pastures designated for private investment with the Mountain Package projects.
Those individuals and entities that have initiated contacts with local and central government leaders to acquire land areas through the Mountain Package are afraid to invest in land that they do not own.
Knowing that municipalities do not have the executive powers and authority to provide cadastral ownership guarantees for land, those interested in investing are asking the government to provide them with ownership certificates before issuing development permits. But in the "Mountain Package" law, the government has determined that investments must be made with "non-owner" status, and then initiate processes to provide them with land ownership certificates.
This condition has created doubts and fears among private entities, so as not to start investments without first being provided with ownership certificates for the areas they require, because during investments and business activities they may face ownership conflicts from residents of the areas. / Pamphlet
