By decision of Prime Minister Edi Rama, the Ancient City of Butrint has been granted a concession to the Albanian-American Development Fund (AADF), a structure that publicly presents itself as a non-profit organization, but in reality functions as a private construction and services company, under the direction of oligarch Aleksandër Sarapuli.

According to the concession contract, the Butrint administration should focus on preserving, maintaining and promoting the park, without touching a single centimeter of land, stone or tree. But in the center of the ancient city, for more than eight years, the “Hako” company has built a brick and concrete restaurant, kebab shop and cafe, along with a car wash and private parking.

Adnan Hako, owner of the meat processing company “Hako”, has built these structures on 1100 m² of land in the center of Butrint. The permit for the use of 217.38 m² was granted by a contract signed by former Minister of Culture Mirela Kumbaro on June 2, 2017. Of this area, 60.33 m² included ancient objects and 153.45 m² of an area under archaeological excavation. But on the ground, the company “Hako” has acquired and built over five times the permitted area.

According to information gathered from visitors and sources within the National Council of Restorations and the National Council of Archaeology, Adnan Hako has occupied another 500 m² in the heart of the archaeological park. In this space, he plans to build a 6-story concrete hotel, in tacit collaboration with the Minister of Economy and Culture Blendi Gonxhe and with indirect approval from the leaders of the AADF.

The area where the construction intervention is located is located in the center of Butrint, in a territory declared of special importance for archaeological research, protected by UNESCO. However, with political support and institutional silence, Hako is realizing his project with unprecedented ease.

The scandal is a continuation of the decisions of former Minister Kumbaro, who in the name of "tourism development" gave private individuals access to national heritage assets. While in Tirana and other cities, awnings and railings of bars on sidewalks are being removed, in Butrint, a treasure of humanity, the construction of restaurants, car washes and hotels made of brick and concrete is allowed.
