The head of this Center, Aranita Brahaj, says that some of the data are actually significantly lower than those quoted by Mr. Rama.
While speaking on Tuesday in front of deputies and socialist ministers, Prime Minister Edi Rama tried to refute with some figures on tenders and public procurements the criticism, perception and suspicions of corruption in this field, making comparisons with data from 2012, before 3 mandates his in governance.
He said that in the years 2009-2012, since electronic procurement started and records are kept, "the average number of economic operators who won public tenders was about 1,000. In the last 10 years, this number is 2,500 on average per year, twice high, two and a half times higher".
But according to Open Data Albania, from the verification of the data for several days by this research center, it turned out that some data do not hold, as well as their interpretation has no basis, such as the figure for 2 thousand 500 operators or contractors on average every year , which does not turn out to be the case.

Tani të vijmë pak tek ana tjetër, te kursimi i fondeve. Si rezultat i konkurrencës meqë ka një tjetër mit të madh se përveç 5 vetave që i marrin të gjitha fondet e shtetit dhe i ndajnë me hajdutët e Rilindjes, tenderët u jepen këtyre të 5-ve gjithmonë sa është fondi limit. Në fakt, jo vetëm nuk janë 5, po janë 25 mijë subjekte që kanë fituar tendera publikë në këto 10 vjet.
Për Verifikim po na vjen në ndihmë Sistemi Elektronik i Asgjësisë së Prokurimit Publik app.gov.al konkretisht kategoria databaze OpenData e këtij Sistemi.
Në verifikim janë vetëm tenderimet publike të bëra me sistem elektronik në periudhën 2010 deri 2023 mbi vlerën 800 mijë lekë. Në vlerësim nuk janë marrë tenderët e klasifikuar sekret, të cilët nuk bëhen me procedurë të hapur dhe me akses.
Republika e Shqipërisë aplikon Sistem Elektronik për prokurimin Publik prej vitit 2010 dhe prej 2 vitesh të dhëna të sistemit janë të publikuara edhe në formatin OpenData çka ofron mundësi për akses, përdorim dhe ri-përdorim të të dhënave direkt nga Sistemi Elektronik.

The Statistical Processing cited by KM Rama considers Businesses / Operators Added to the List of Beneficiaries in Tendering, even new BOT configurations of the same Businesses/NIPTs.
Fact: Unions of BOT Economic Operators, where certain businesses or NIPTs, which have previously won contracts and public money in tenders, create a new configuration are not added businesses, there is no expansion of the number of beneficiaries in tenders.
Example Business A and Business B have separately won public tenders. They further cooperate and win together a Tender as an Association of BOT Operators. The number of Contractual or Profitable Businesses is not added here, but the number of configurations where a business or NIPT appears several times is simply added .
Conclusion: The confusion of the term Operator with Subject or Contracting Business leads to a wrong conclusion on expanding the access of businesses to Contracting through Public Tenders.
Operator = Business Company or Combination of two or more such.
Contractor Business = Business Company that has won at least one tender alone or in collaboration with other businesses.
