"Rama pardoned fines 1 day before the elections"/ ODIHR observer

The head of the May 11 election observation mission, Ambassador Lamberto Zannier, said that the electoral process took place under unequal conditions between the majority and the opposition.

He said the government unveiled major programs and waived fines just days before polling day.

"The campaign was generally calm but there were attacks between the main campaign leaders, especially online, which shows extreme polarization and distrust. An important role of long-term observers is also the interaction with the local population. We have repeatedly heard concerns about pressures from public administration officials, use of state resources that were also seen by the monitors in many cases where large programs were announced even one day before the elections or the forgiveness of fines. These practices gave an unfair advantage to the ruling party, leading to uneven competition conditions," said Ambassador Lamberto Zannier.

Zannier added that the final OSCE/ODIHR report will be published in a few months.
