Following the corruption scandal with the National Agency for the Information Society (AKSHI), Prime Minister Edi Rama today introduced the new state-owned company "Albanian Digital Solution" (ADS).
According to the government, this state-owned company aims to strengthen technological innovation and further modernize public services in the country.
Prime Minister Edi Rama described this initiative as part of the “digital revolution” and a necessity of the new phase of e-government development in Albania. According to him, the creation of ADS comes in response to the need to more clearly separate the functions of standardization and control of systems from their technical development and maintenance.
"Albanian Digital Solution will develop systems without always having to turn to the private sector. With the ambition that the state will create the most successful public company for the development of systems and their maintenance. The company will have the capacity to become a space for all talents and have the highest salaries in the digital services market. It will offer capacities inside and outside the country the opportunity to be part of it. A company that will be a guarantee for the country's institutions, which cannot remain hostage to the private sector in the maintenance of their systems. Within a 3-year period, we will save the state an amount equal to the amount that currently goes for maintenance ," said Rama.
According to Rama, the creation of ADS will end the state's dependence on private companies for the construction and maintenance of digital systems. He stated that the new company will operate with the highest standards of the technological market, offering competitive salaries to Albanian experts and programmers, both domestically and abroad. The Prime Minister added that the government's ambition is for ADS to become the most successful digital market company in the country, focused exclusively on public services.
Rama also announced that, according to government forecasts, within three years ADS is expected to save the state budget a significant amount of money, equal to the current costs of maintaining electronic systems. He emphasized that this new approach will make private companies more oriented towards the private market, while the state will build its technological capacities through the new company.
Rama praised the performance of the National Agency for the Information Society (AKSHI) to date, emphasizing that from a limited number of services, today the e-Albania platform offers over 1,200 online services and is used by millions of citizens. He also brought to attention its key role during the pandemic, when digital services became essential for the functioning of the administration.
