Edi Rama took the tenders out of Taulant Balla's hands. Currently, procurements are carried out by the Agency of Centralized Purchases in the Ministry of the Interior, but the government has decided to "dissolve" this agency.
Balla was appointed minister a few weeks ago, but apparently his department will no longer have anything to do with tenders. Rama will create a separate agency that will develop tenders throughout the administration.
It is learned that the Albanian government has approved the decision to remove the State Agency for Concentrated Purchases from the Ministry of the Interior by creating the joint stock company "Concentrated Purchases Operator", with 100% state capital.
" The Council of Ministers has decided to create the state joint-stock company "Operatori i Blerjeve tetniwaraa", SH. A. for carrying out special public procurement procedures, in the name and on behalf of the Prime Minister's Office, ministries and dependent institutions ", says VKM.
According to this decision, the public authority that represents the state as the owner of 100% of the shares of the joint stock company, is the ministry responsible for Finance and Economy.
VKM determines that the initial registered capital for the creation of the joint stock company shall be ALL 20,000,000 and is covered by the reserve fund of the state budget. The Ministry responsible for Economy and Finance transfers this amount to this company immediately after its registration in the National Business Center.
So in short, the tenders will no longer be in the hands of Balla, but Rama has passed them on to Ervin Mete. The new Minister of Finance. It is interesting that the decision comes immediately after Delina Ibrahimaj's departure was signed. In the meantime, the approval of a law is also expected, which enables private agencies to also enter into the game for awarding tenders.
