Prime Minister Edi Rama has decided not to rush the election of a new government. Although the new Parliament is expected to be constituted by September 10, the "Rama 4" government is rumored to be introduced the day after.
Today, the Prime Minister's Office has turned into a 'reception office', where many ministers, MPs and other figures have had meetings with Prime Minister Rama. After the holidays, the leader of the Socialist Party and at the same time the government has started work for the new session, where it seems that there will be reform in many aspects, from the Assembly to the new government.
The signals are that Rama will come with a more structured cabinet, where changes are expected in the names and competencies of the ministries. It is also said that there will be a total reform of the cabinet, as it is expected to be filled only with new names.
But everything will be known on September 11. This is said to be the date when Rama will convene the SP Assembly. It is not yet official, but it is learned that this date is being consulted with other SP leaders and is seen as the main option. It is expected that Rama will convene the Presidency to set the date of the Assembly and by then there may be changes.
As for the new government, there are many names being discussed. Rama plans to have a somewhat more technical government, and this means that in the main ministries there are expected to be departures of current ministers. Knowing the nature of Rama, who does not consult with anyone and makes names public only at the last moment, everyone is anxious.
Many current ministers are waiting to hear whether they will remain in their current positions, move elsewhere, or be "fired" out. Meanwhile, there are those in the ranks of the Socialists who are waiting to become ministers and are eagerly awaiting the SP Assembly, where, according to tradition, Rama has presented the new government.
The current government consists of 17 ministers, of which 5 are state ministers without portfolio, not including Chief Negotiator Majlinda Dhuka. Some of the ministers have been in government for many years.
The longest-serving minister is Mirela Kumbaro, who has left and returned to the government. Mirela Kumbaro was appointed Minister of Culture in 2013, a position she held for almost 6 years. She left in 2019, but returned in 2021 to the post of Minister of Environment and Tourism.
Next comes Ogerta Manastirliu. She held the position of Minister of Health and Social Protection from 2017 to 2023. Meanwhile, from 2023 until today she has been Minister of Education. So, Manastirliu has been in government for a full 8 years.
Another name with a long career in government is the Minister of Energy, Belinda Balluku. She has held this position since 2019. Meanwhile, since 2022 she has also been Deputy Prime Minister.
The Minister of Justice, Ulsi Manja, has served a full term. He took office in 2021 and did not move from there during the changes that were made in 2023. Bora Muzhaqi, who heads the State Ministry for Youth and Children, has also been in government for four years.
Also on the list for 4 years is Delina Ibrahimaj. She was Minister of Finance in the period 2021-2023. In 2023, she was appointed Minister of State for Entrepreneurship.
