The facts show that Ilir Beqaj is completely immersed in the sterilization concession affair, according to a corruption scheme that no one can deny. It was Ilir Beqaj who signed the opening of the procedure for the 10-year serialization concession.
It was Ilir Beqaj who signed the scoring system, where Ilir Rrapaj's company is declared the winner, created two months before entering the competition and without any experience. After signing the papers, it was Ilir Beqaj who signed the contract, which gives his friends over 100 million euros.
SPAK has proven that before and after signing the contract, Ilir Beqaj traveled several times abroad with Ilir Rrjepajn and the administrator of "Sani service", Admir Daca, who were direct beneficiaries of the concession.
"Admir Daca, administrator of the concessionaire company "Sani Service" since 01.12.2015, which won the concession subject to investigation, and citizen Ilir Beqaj, who served as Minister of Health at that time, left the border point of Rinas on 25.09.2016 at 2 p.m. :15 and 14:06. Likewise, the contacts and trips abroad between Umbro Staccini and Ilir Rrapaj with Ilir Beqaj and Klodian Rrjepaj have continued even after the announcement of the winner in the concession procedure, specifically they entered Albania at the border crossing point Rinas on 23.05.2017, respectively at 23:32 and 23:35 as well as entering Albania at the border crossing point Morina by car on 13.03.2018 at 18:09 and 18:10", revealed SPAK.
The prosecutors also concluded that "citizen Ilir Rrapaj went out of the country with the car owned by the Ministry of Health driven by the driver of the Deputy Minister of Health. This citizen also traveled with the Minister of Health, Ilir Beqaj".
In practice, Beqaj and the group of businessmen who won the sterilization of medical instruments had established a close relationship. While the state disbursed millions of euros, they traveled together abroad.
It is strange that after discovering these undeniable connections between the minister and businessmen, SPAK prosecutor Edvin Kondili preferred not to harass Ilir Beqaj. While he signed the arrest warrants for former deputy minister Klodian Rrjepaj and businessman Ilir Rrapaj, the prosecutor did not dare to do the same for their boss, Ilir Beqaj.
The documents show that it took the intervention of judge Erion Bani to start the investigation for Ilir Beqaj, otherwise the prosecutor would not even take him into the investigation, but would dismiss the case for him. But, when he saw that there was enough evidence in the file implicating the two former ministers Beqaj and Cani, the judge returned the file, forcing the prosecutors to start investigations for them as well.
So, unlike the other cases, when SPAK has dared, making several strong blows near people in power, this time, prosecutor Edvin Kondili has taken a step back.
When talking about Ilir Beqaj, it must be said that he differs from the entire close circle of Rama's associates. If for others, Rama boasts that he immediately delivers them to the mouth of justice, for Beqaj his acts and statements show the opposite.

Thirrjes së tij në prokurori i parapriu një sulm kundër prokurorëve të SPAK nga Edi Rama. Në Kongresin e Partisë Socialiste, kryeministri u ankua se “sharra e SPAK po ha vetëm nga ne” dhe se si “durimi i socialistëve po soset”. Përgjigjen e mori nga Yuri Kim, sipas së cilës “duhet që drejtuesit politikë në pushtet ose jo, të mos thonë drejtësia futi anën time në burg”.
Të nesërmen Rama u tha gazetarëve “mua nuk më jep leksione askush për ndërhyrje, as shqip, as anglisht, as frengjisht”.
Dihet tani se një konflikt i heshtur, por i ethshëm u konsumua mes kryeministrit Rama dhe ambasadores amerikane Yuri Kim, për emërimin e kreut të SPAK. I preferuari i ambasadës amerikane ishte Altin Dumani dhe Kim u detyrua të shkojë vetë në mbledhjen e KLP për t’u siguruar se ai do të zgjidhej.
Por kandidatura e eleminuar është ajo e Edvin Kondilit, që ishte prokurori i preferuar nga Edi Rama. është pikërisht prokurori që la jashtë hetimit Ilir Beqajn dhe që u detyrua t’i bindet sugjerimit të gjyqtarit Erion Bani për nisjen e hetimit të Beqes.
Siç u pa, Rama nuk kishte asnjë ankesë për mosarrestimin e Ilir Beqajt. The friendship between Edi Rama and Ilir Beqajs is early. In their youth, both played for Dinamo's basketball team.
