Prime Minister Edi Rama, during a meeting of agrotourism representatives in Tirana, also spoke about the Mountain Package, where he said that it was created to end the problems caused by Law 7501, and to give citizens the opportunity to invest.
Rama is trying to sell this scheme, which is nothing more than a mechanism for transferring public property to oligarchs, as a "solution" for Albanian property.
"Many Albanians who are in emigration or in the city have land and old houses that they want to develop, but they do not have the opportunity, even if they had money they cannot get a permit. With the Mountain Package, this is made possible by applying directly, expressing interest to the municipality, saying this land here is mine," Rama said, among other things.
Rama: The tourism industry has changed since the introduction of agritourism. Everyone can want to have an agritourism network, that's what the Mountain Package is for. Contrary to what has been distorted, it is not a package for large companies, for large investors, and even less is it a package to give territories, public lands for private developments. This is not the goal at all, this is not the object. The Mountain Package was born from the need to give direction to a very big problem that has its origins very far back in time, to Law 7501 in certain areas of the country that have not recognized 7501 as a valid instrument for their land, that have not received any kind of certificate and that have redistributed the land immediately after the change of regime on the basis of the old borders.
So, the inherited problem is that these people have no access to finance and build legally, we made a project to address this problem with the new 20/20 law, which took a long time, because if you take a risk you take one opinion, the second one two opinions and the third one three opinions. It took a long time to formulate and it did not give us the effect we needed, because it presumes agreement and from this the Mountains Package was born. The municipality then posts a list for 45 days and makes it public, and anyone who claims the opposite, that is, for those who have the land of their ancestors and have no conflicts.
In 45 days, a reasoned objection must come, if not, the list goes to the Municipal Council, it approves it and the person submits the application, so only for permission, not to sell or rent it. You go to the relevant instance, apply with the project you are going to build. The project is approved and you build. Only after you have completed the construction do you receive the title of ownership over that construction. You have to finish it, you cannot mortgage the land. There is no title of ownership without investing in that land. The law says that in any case that at some point someone else appears who is the owner, then it is up to the state to compensate the person. This is the trajectory that this package follows and it is very pro-business. Very favorable.
