The scandalous resolution that the SP has approved against the High Control of the State is clarified.
For more than a year, the head of KLSH has been facing constant pressure in the Economy Commission, and it seems that Eduard Shalsi and Erion Braçe have gone completely insane.
At the beginning of the week, the KLSH resolution was discussed and the two SP deputies proposed several points that caused many debates. They now demand that the HCSC informs the institutions before the audit starts and also must set a deadline for the audit time.
Although there were some SP deputies in the commission who did not accept the proposal, on Thursday it seems that everyone voted in line. Taking advantage of the parliamentary chaos, the SP has passed the resolution for the KLSH with 73 votes and those requested by Shalsi and Braçe have been inserted with semicolons.
" The SAA should develop internal rules to make the process of appointing auditors for an audit more transparent, to make public at the start of an audit the audit plan and its maximum duration ", the draft states.
But it doesn't stop there, the majority demands that " the HSC redimensions, in accordance with the law, its role and responsibility in relation to the Internal Audit of Institutions, their functioning, integrity and effectiveness ".
" To engage more in the direction of increasing communication channels in order to improve the accessibility of interested parties, including the creation of a dedicated space for surveys, for public complaints/requests, etc. ," the draft also states.
KLSH has discovered endless violations, especially with the budget. This seems to have "burned" the majority, which asks the KLSH to publish the formula of how it calculates the damages.
" To increase professional audit expertise in full compliance with the new Regulation of Audit Procedures, the guide on writing Reports and the relevant manuals, in order to improve the rules for writing reports, in the content of which there are findings and recommendations clear, achievable and measurable; Engage in determining the method and methodology of calculating the economic damage caused to the state budget, recorded on an annual periodic basis, referring to the best practices and publish it on the institution's official website; KLSH to start and develop with foreign partners, including SIGMA, etc., a process of evaluation and analysis of the structure and human resources, as well as the increase of their effectiveness in audit work ", the resolution emphasizes.
This whole resolution seems to be a maneuver that the majority wants to hinder the work of the institution, in order not to reveal the thefts of the government. / Pamphlet
