The Constitutional Court overturned Rama's scenario and reinstated Erion Veliaj as the legitimate mayor. Now it is up to him to implement the law, remove the deputies and directors appointed by the prime minister, and restore full control over the Municipality of Tirana.
After eight months of political clashes and maneuvers orchestrated by Edi Rama, the Constitutional Court ended the farce by reinstating Erion Veliaj as head of the Municipality of Tirana.
The decision paves the way for the cleansing of the municipal administration from Rama's emissaries and the restoration of the authority elected by the vote of the citizens of Tirana.
A month and a half after his sensational dismissal by Edi Rama, Erion Veliaj has been legally reinstated in office by a decision of the Constitutional Court, which considered the government's action a flagrant violation of the Constitution.
This decision has overturned Rama's entire scenario of taking control of the Tirana Municipality through a political puppet administration.
The Constitutional Court has recognized Veliaj's full legitimacy as a mayor elected by the citizens, with all the powers provided for by Law No. 139/2015 "On Local Self-Government".
In practice, this means that, even though he is under security measures, Veliaj has the right to exercise any executive and administrative function in the Municipality, including the dismissal of deputy mayors and directors appointed by Edi Rama.
After Veliaj’s arrest, Prime Minister Rama used party structures to dismantle the municipality’s chain of command.
On July 31, 2025, he forced the four deputy mayors, Frida Pashako, Keti Luarasi, Andi Seferi, and Jonida Halili, to resign, and immediately appointed Ilir Mengra, Blendi Sula, Gentian Keri, and Vasilika Vjero, his trusted men who had no connection to the local administration.
Meanwhile, under the orders of Anuela Ristani, who was temporarily installed as “acting mayor,” dozens of directors who were considered “loyal to Veliaj” were dismissed.
Now, with the decision of the Constitutional Court, Erion Veliaj has all the legal basis to remove all of Rama's political emissaries from office.
According to Article 59, point 3, "the mayor appoints and dismisses the deputy mayors and heads of administration".
So, none of Rama's appointments anymore have a legal basis and any of their decisions can be declared null and void.
The Court's decision is not only a legal victory for Veliaj, but also a serious blow to Rama's authority, who for eight months used all political, police and media tools to politically annihilate his internal opponent.
From the sensational arrest to the attempt to call early elections in Tirana, Rama sought to destroy the mayor.
But now, the scheme has completely failed.
Erion Veliaj, returned to office with the seal of the Constitution, is in the strongest political position he has ever had.
He can cleanse the municipality of the “puppets” installed by Rama, restore the legal leaders and reactivate the structure that was destroyed by the political intervention of the government.
Such a step is not revenge, it is the implementation of the law and the restoration of the functioning of an institution that has been politically usurped for eight months.
In the SP, this decision has caused internal shock.
For the first time, Rama is faced with a figure who not only survives a political blow, but returns stronger, protected by the law and by the highest court of the country.
The paths between Rama and Veliaj have now finally parted, and the return of the legitimate mayor marks the beginning of a new crisis within the majority.
The Constitutional Court put an end to Rama's political farce and paved the way for a new reality in Tirana.
Now, Erion Veliaj must take back the Municipality, purge the administration of the Prime Minister's people and restore the normal functioning of the institution that represents the will of the citizens.
