As we are 10 days away from the end of the current Assembly's term and the start of the new legislature, the May 11 elections have not yet been certified.
The Democratic Party has decided to appeal to the Electoral College the decision of the Regulatory Commission to approve the final results of May 11. The appeal is expected to be filed with the College tomorrow. This will cause delays in the certification of the elections.
But it seems that with this maneuver, Berisha is giving himself time regarding the declaration of campaign expenses. While the MPs have declared individual expenses, the parties have not yet done so.
According to the law, each entity has 2 months from the date of certification of the result. So with this postponement, the DP gives itself until early November to tell us how many millions it paid for Chris LaCivita.
The Electoral Code is clear: “ 1. Electoral entities are obliged to submit a financial report for the election campaign to the CEC within 60 days of the announcement of the election results.
2. Financial reports are prepared according to models approved by the CEC. The report, as a rule, must contain information on:
a) any donation, loan or credit given to the electoral entity (including its branches and candidates) during the electoral campaign and six months prior to the campaign and its source, including donations or services in kind;
b) income for election campaign purposes from all other permitted sources;
c) all items of expenditure for the purposes of the election campaign, as defined in the CEC decision and in point 4 of Article 92/2 of this law;
ç) the balance of assets and liabilities of the political party for the period from the decree of the election date to the election date ," the Code states.
It is also awaited with interest whether the DP will declare the lobbying contract in the US worth 6 million dollars. Berisha has tried to sell it as a non-campaign expense, but Ilir Meta is in prison for such a maneuver. /Pamphlet
