The American official said that SPAK can still do more and that the US expects it.
David Backman, legal advisor at the US embassy, stated that SPAK badly needs a corruption decision like Albania.
During a meeting at the University of Shkodra, Luigj Gurakuqi, in the presence of Altin Duman, the American official said that SPAK can still do more and that the US expects this.
The diplomat admitted that SPAK is an overburdened institution, but expressed optimism that the situation in the country can improve and SPAK can have an easier time.
" SPAK is wonderful and a country with corruption like Albania needs a lot. SPAK is important, so you see it every day on TV as the media and politicians refer to it. SPAK can still do something more and I am sure and we expect it. You young people can change the basic culture of integrity because SPAK cannot do it alone. I can tell you for sure that SPAK is the envy of many other countries that do not have it as a structure.
SPAK should be preserved as a jewel in Albania. It is true that SPAK is an overburdened institution but with a better society the situation in the country can improve and SPAK can have it easier. Corruption is everywhere. I served in Sri Lanka and I tell you that there is corruption there as in America, but also here in Albania, but the issue is at the level, the resources, the supervisory institutions. In America because of this fear is much greater to commit corruption. Regarding the percentage of corruption in America where I come from, Sri Lanka where I served or for the last three months that I am in Albania, I invite you to see the official reports" , he said.
