Democratic Party MP Ina Zhupa has reacted harshly regarding the decision to merge the Vlora Cadastre and transfer it to Tirana.
Zhupa has called this decision arbitrary and unconstitutional. The MP calls for the immediate repeal of this decision, which according to her violates the principles of decentralization and forces employees to give up their employment relationships.
Zhupas emphasizes that the leaders who signed must bear legal responsibility.
"The closure of the Cadastral Office in Vlora and its transfer to Tirana is an arbitrary, illegal and deeply unconstitutional decision. An act unfounded in law that violates every principle of the functioning of public administration. This immediate closure aims at the abusive centralization of services, creating ground for corruption, deliberate delays and artificial obstacles for the citizens of Vlora.
This decision:
removes services from citizens,
violates the principle of deconcentration and decentralization,
severely damages access to information,
forces employees to resign from their employment relationships because they will not be traveling every day from Vlora to Tirana and vice versa.
Law No. 90/2012 clearly states: public services should be close to citizens, not closed by occult orders from Tirana.
This act constitutes a dangerous precedent and a direct blow to the citizens of Vlora. It must be repealed immediately, and the signatories must be held legally and administratively responsible for this illegal and harmful decision.
"Public services are not anyone's private property. They are a constitutional obligation to citizens," Zhupa writes.
