Many exponents of the world of crime, connected to the heads of the state dome and their families, such as Klodian Zoto and Mirel Mërtiri of the landfills; Amant Josifi partner of Olsi Rama in "Call Center"; Trifon Murataj of "Bana King", sponsor of SP campaigns; Florenc Çapja and Talo Çela of SP of Elbasan, etc., have escaped after the police received SPAK's orders for their arrest.
In 3 years, SPAK has escaped arrest and 187 people have been declared wanted, while in the 10 months of leadership by Altin Dumani, 32 people have escaped, after the arrest warrant was sent to the police; which means, that they have been notified and allowed to escape to Dubai.
This fact was declared by the former head of SPAK, Arben Kraja, and the current head, Altin Dumani, in front of the media, who said that the escapes of criminally prosecuted persons occur because the arrest decisions are debunked after they are taken to the police.
In order to end the game of escapes after the arrest warrants are issued, Altin Dumani, in February, 3 months after taking office, brought to Prime Minister Edi Rama, to the parliamentary commissions of security, laws and finances, the request for the creation of special police structure of SPAK.
This police structure has been requested to have 30 police officers and agents under the sole authority of SPAK, as a "hermetic agency" that will execute arrest warrants issued by SPAK and the special court, removing this service from the state police.
Because the fact of the escape of Amant Josif of "Call-Center" and Trifon Murataj of "Bana King" in November 2022, has created indications and even evidence that they were informed by the state police before being handcuffed, as was done even with the escape of former chief prosecutor Adriatik Llalla.
This request of SPAK made 8 months ago, despite what is defined in the law on the functioning of the special prosecution, is not being implemented by Prime Minister Edi Rama, while the leaders of the 3 parliamentary commissions are silent, because they do not dare to speak without Bablok's permission.
The Prime Minister is not approving the creation of the SPAK police, with the excuse that there are no financial possibilities and there will be no fund planning even in the SPAK budget for 2024.
But the truth, that Babloku is blocking this request, is not the lack of funds, because the annual fund for 30 police officers requested by SPAK is 5% of the annual funds that the government gives to patronage NGOs.
Its blocking is intended to ensure that the orders issued by SPAK and the Special Court, for the arrest of officials and criminals, continue to be the competence of the State Police.
As long as the police depend on Edi Rama, those who should not be taken in handcuffs will be notified to escape; but just like until now, no one will be held responsible for debunking the arrest warrant.
While the creation of the police subordinate to SPAK, puts an end to the deconspiracy, according to the order, the arrests are in a closed cycle within the prosecutor, the judge of the team that receives the order, and it is determined who deconspirates the arrests./ Pamphlet
