The "untouchable" of Tropoja, Irena Gjoka blocks Rexhe Byberi's file
The scandals with Rexhë Byberi of Tropoja are not over. Even though he has stolen millions, justice continues to be weak against him. SPAK managed to investigate him and placed him under house arrest, but things have changed along the way and Byberi is now back where he was: on duty and all-powerful.
On March 4, 2025, SPAK sent the mayor and deputy mayor of the Municipality of Tropoja for trial. Rexhë Byberi and Abedin Kërrnaja are accused of the criminal offense of "Abuse of office" (more than once), committed in collaboration.
" The data showed that the defendant Rexhë Byberi, in his capacity as Mayor of Tropoja Municipality, committed actions/inactions in the failure to properly fulfill his duties, in violation of the Decision of the Council of Ministers No. 408, dated 13.5.2015 'On the Approval of the Territorial Development Regulation', during the process of opening roads, according to projects approved by the Municipal Council ," SPAK stated.
But even though 9 months have passed since the file was submitted to the GJKKO, the trial has not yet begun. Over 15 sessions have been held and Judge Irena Gjoka has not passed the case for trial. The same judge also changed the security measure, releasing Byber from "house arrest".
On August 1, the Special Court accepted the mayor's request for release from house arrest. For Byberi, the Special Court set the security measure "compulsory appearance".
But it seems that "habit comes with the soul". According to "Pamflet" sources, upon returning to duty, Byberi has started the old avaza, that of abuses with tenders. And the latest abuse is with the tender "Construction of the Auto Kika road - Gj. Dragobisë - Qafë Paje", with a limit fund of 82.9 million lekë, which has 3 KPP decisions to be implemented and not implemented, and a decision of the Administrative Court of Appeal.
“ 1. To partially accept the complaint submitted by the economic operator "Cara" SHPK for the procurement procedure "Open", with no. REF-52709-06-27-2025, with the object: "Construction of Kika Auto Road - Gj. Dragobisë – Qafë Pajë", with a limit fund of 82,911,061.31 lekë excluding VAT, developed on 15.07.2025 by the contracting authority, Tropojë Municipality.
2. The contracting authority shall re-evaluate the above procurement procedure, in accordance with the findings of the Public Procurement Commission in this decision.
3. The contracting authority, within 5 days, shall notify the Public Procurement Commission of the implementation of the decision, documenting the actions taken ," the PPC decision states.
On November 3, 2025, the Administrative Appeals Court issued decision No. 92, deciding: "Rejection of the claim-claim of the Municipality of Tropoja and leaving the Decision of the Public Prosecutor's Office in force". But the municipality's KVO does not act, by order of Rexhë Byberi. /Pamphlet
