Prime Minister Edi Rama's government granted the concession to the port of Durrës after private negotiations, in which, on at least one occasion, they were found dining in a luxury restaurant in Dubai, invited by the company that won the concession.
Albanian taxpayers are expected to spend a minimum of 400 million euros from their taxes on the construction of a new port for the country after the government forgave the existing port of Durrës with a negotiated concession contract without competition for the construction of a building complex.
The concession of the Durrës Navy, which was approved by a special law in the parliament, is expected to cost the Albanians not only the cost of building a new port but also the potential costs of lawsuits opened by the various companies whose contracts were abruptly cut short by the government's equally sudden decision to privatize the country's main port.
At least two companies have submitted claims for compensation to the International Center for Settlement of Investment Disputes, an office of the World Bank, which operates under an international agreement to which Albania is a party.
The government of Prime Minister Edi Rama made changes to the law on the State Budget and contrary to the advice of the International Monetary Fund and the requirements of the European Commission, it aimed to minimize the public debate on the issue by introducing the changes through a Normative Act, which avoids regular procedures parliamentary, presumably because of the emergency.
According to the changes, 9.8 billion lek will have to be given this year for the construction of the new port in Porto-Romano, while in the following two years, another 14.7 billion lek is expected to be given per year for a total of 39.2 billion lek.
