
Shortly before the start of the Electoral Reform Commission, the co-chairman of this commission, Enkelejd Alibeaj, has made public the 4 issues that, according to them, are the most important to find a solution and which have been deposited in a package in the Assembly.
It lists open lists, the proportional system, electronic voting and counting, and the diaspora vote.
"One of the next meetings of the Electoral Reform Commission was called today. There are 4 main issues which are filed in a complete package filed in the Assembly.
In identifying these main issues, we started from the greatest interest of Albanians.
Specifically, the first issue is what concerns open lists. Our proposal determines based on the constitutional provision that the electoral system will have to be with open lists. It will be the Albanians who will select each of the candidates they want to vote for.
Second, the proposal is about what is called national proportionality, the equality of the vote. It should have the same weight as it delegates its own representative. The proportional system is the simplest system that guarantees this equality of votes.
The third issue concerns electronic voting and counting. Electronic voting and counting will also guarantee the release of the result in a very fast time.
The fourth issue is the one related to the diaspora vote. Many Albanians have been forced to leave. The first is a constitutional obligation. The Constitution of Albania recognizes every Albanian those who live within the territory but also those who have left have the right to decide the fate of this country. It is an instrument to make the Albanians who are outside Albania interested in this country and return to this country and take their destinies in their hands", said Alibeaj.
The Democratic Party represented by Sali Berisha rejects this commission as they seek to replace its representative Enkelejd Alibeaj as co-chairman, a request which was rejected by votes in the Assembly by the majority.
