Prime Minister Edi Rama is answering journalists' questions at the end-of-year conference, where he focused on justice, arrests and the perception of corruption.
Rama emphasized that according to Council of Europe documents, the probability of going to prison without being convicted is greater than the case when you are convicted, referring here to several arrests in his first and second mandate.
He stated that the basic principle of justice is that "it is better to have 100 guilty people outside than one innocent person inside," criticizing the approach of arrests without clear evidence.
Irritated by SPAK, Rama rejected claims that Albania has reached the peak of corruption, describing them as a "false and evil smokescreen."
According to Rama, the constitution states that powers are separated and according to him, a prosecutor cannot come and say that the decision in question, taken as a high-ranking official, constitutes abuse of office.
"The probability of going to prison without being convicted is greater than the case of being convicted. That document of the Council of Europe is an alarm. The sense of justice at the end of the day is; better 100 guilty people out than one innocent person in. No, we catch and put people in and see tomorrow whether they are guilty or not. I am referring to the institutions that deal with corruption. Corruption is a separate crime. It is defined. Not everyone who is investigated and accused by the Special Prosecution has committed corruption! There are other crimes. Abuse of office is a work that was recently returned to the EU itself. It is a term that is thrown around a lot, with the greatest ease. It lives in a culture where pots are thrown upside down; prison, prison, prison. The EU returned to reviewing the notion after Germany's request.
The Constitution says; there are three powers independent of each other. Justice is independent of the executive, and the executive is independent of justice. What is the independence of a prime minister? Independence of decision-making. A prosecutor cannot come and say; why did you decide like this! And this has happened. If my decision has a deliberate background, to illegally obtain or to cause damage, here I am not independent. This is where justice comes in. Since the beginning of the chapter on special justice, there have been 37 cases. Do you know how many of these 37 cases involving officials of different levels belong to the years of the first or second mandate of this government or majority?! It is 80% ," Rama said.
