
On Sunday at 3:00 PM, at the 'Malpensa Fiere' convention center in Busto Arsizio, in the province of Varese in Italy, Prime Minister Edi Rama is expected to hold a large electoral rally, with the participation of thousands of Albanians living in the neighboring country.
"This is a unique moment to connect with Albanian roots and discuss Albania's future prospects," reads an advertisement posted on social networks 'Facebook' and 'Instagram', while noting that entry is free.
“A special opportunity to personally meet the Prime Minister and share ideas on the future of the Albanian community abroad,” the ad adds.
Although the event is billed as a cultural meeting, it takes place in the midst of the electoral campaign for the May 11 parliamentary elections in Albania and the advertisement carries a 'hashtag' of the slogan used by the Socialist Party, "#Albania2030".
The advertising campaign was posted on the platforms of the company 'Meta' by an anonymous page on 'Facebook', in collaboration with an organization in Italy called 'E20Italia Associazione Culturale', which is led by the lawyer and entrepreneur of Albanian origin active in Milan, Vasenka Rangu Leka.
Asked by BIRN through a spokeswoman, the Prime Minister's press office directed questions to the Socialist Party, which did not respond by the time of publication of this article.
Meanwhile, entrepreneur Vasenka Rangu said she was unable to comment until next week "due to lack of time."
'Register' on the form

The Socialist Party of Albania, led by Prime Minister Edi Rama, is seeking a fourth term at the helm of the country in the May 11 parliamentary elections, the first since the fall of the communist regime in Albania, where the diaspora can also vote.
For almost a year, Prime Minister Edi Rama and other senior officials of the Socialist Party - at the central and local levels, have launched a busy series of electoral meetings with Albanians living abroad, known as the 'Diaspora Tour'.
Sunday's meeting in Busto Arsizio is the first to be held within the 30-day deadline of the election campaign. Prime Minister Edi Rama announced the meeting via a post on the social network 'Facebook' on Wednesday.
“With the Albanians of Italy, Milan, July 13, 3:00 PM,” Rama wrote in large block letters, sharing a poster where the national and EU flags surround an open palm, on which is written the number '5′, which represents the SP's ordinal number on the ballot.
This post was accompanied by an advertising campaign on Instagram and Facebook, in Italian and Albanian, calling on the Albanian community in Italy to participate in a 'cultural meeting' with the prime minister.

Shqipëria miratoi dhjetorin e kaluar një ligj të ri për të dhënat personale, që e përafron legjislacionin shqiptar me direktivën e BE-së, të njohur si ‘GDPR‘, ndërkohë që institucionet publike kanë shprehur shqetësim për administrimin e të dhënave personale nga partitë politike gjatë fushatës.

Sipas të dhënave të bëra publike në bibliotekën e reklamave ‘Ads Library’ nga kompania Meta, fushata e reklamave është paguar nga një organizatë jofitimprurëse e quajtur “E20Italia Associazione Culturale”, e cila kishte shpenzuar deri të premten të paktën 866 euro.
Sipas faqes së saj të internetit, ajo merret me organizimin e eventeve sociale dhe kulturore, si iniciativa bamirësie dhe evente sportive. Një nga eventet e listuara prej saj është një turne futbolli, i cili do të mbahet në korrik në Tiranë, në bashkëpunim me Albitsol Foundation dhe Universitetin e Sporteve.
Pas këtyre dy organizatave qëndron juristja dhe sipërmarrësja me origjinë shqiptare, Vasenka Rangu Leka, e cila ka gjithashtu një kompani komunikimi të quajtur ‘Dora Communications’ dhe boton një revistë elektronike.
Ajo është gjithashtu themeluese dhe drejtuese e Qendrës Shqiptare në Itali, një prej organizatave më aktive të diasporës shqiptare. Në vitin 2023, Rangu garoi në zgjedhjet për Parlamentin e Lombardisë si pjesë e Listës ‘Moratti’.
Reklamat në Facebook dhe Instagram për të promovuar mitingun e kryeministrit në Busto Arsizio janë bërë nga një faqe në Facebook e quajtur ‘Shqiperia në BE’, e cila është themeluar me 31 mars dhe numëronte 58 ndjekës të premten pasdite.
Në një foto të postuar në rrjetin social ‘X’, ajo shfaqet duke shoqëruar zyrtarë shqiptarë, si kryetarin e bashkisë së Tiranës, Erion Veliaj dhe ministren e Turizmit dhe Mjedisit, Mirela Kumbaro, në takime me zyrtarë dhe homologë në Itali.

The Albanian legal framework does not regulate the activity of 'third parties', such as the aforementioned association, during the electoral campaign, although political parties are obliged to declare the value of gifts in kind or money they receive from them.
However, on the eve of the elections, competing political parties signed a self-regulatory instrument – the Code of Ethics for Digital Campaigns in Albania, committing not to conduct non-transparent advertising campaigns through 'third parties'.
“This code was violated from the day it was signed,” said Rigels Xhemollari, executive director of “Civic Stability,” an organization that monitors the behavior of electoral entities, referring to the attacks with derogatory language between the parties on the eve of the campaign. “Without legal regulation, it is difficult to achieve correction of such behavior,” he added. / BIRN /
