The Central Election Commission will provide 10 million euros to the postal company that will transport the vote to the diaspora. This procurement will not be done through open competition, but through direct negotiation.
The CEC has allocated a fund of 10 million euros for the postal company that will transport the ballots to the diaspora. According to data from the Public Procurement Agency, the postal company will not be selected through an open tender, but according to a specific procedure: by negotiation, without notice.
In other words, the CEC communicates directly with one or several companies that it has studied in the market as suitable and enters into an agreement with one of them.
This form of procurement is provided for by law in cases of emergency, and the Electoral Code has authorized the CEC to use the fastest procedure permitted by law for postal services.
However, the CEC has not used this form of procurement only for mail, but also for other programs.
Thus, 600 thousand euros will be provided through negotiation to purchase election materials with a security element (security seal-code).
Without open competition, over 1 million euros more will be spent on software updates/improvements to the Electronic Voter Identification System and replacement of parts of the PEI.
Another 1 million euros will be provided through negotiation for support services and updates for Electronic Voting that will be carried out in unit 10 in Tirana and in the Municipality of Vora.
The purchase of election materials (ballot boxes for voters from abroad and boxes of materials) worth 192 thousand euros will also be carried out without an open competition among interested companies.
