By-elections in 6 Municipalities, CEC: 1 week of campaigning is enough for

The CEC has proposed to the Regulatory Commission the date of November 1 for the opening of the election campaign regarding the local by-elections.

The elections will be held on November 9 in 6 municipalities of the country: Tirana, Berat, Tepelena, Cerrik, Mat and Vlora.

For political parties that will participate in the elections, October 11 is proposed as the deadline to submit the registration application.

Meanwhile, candidates have been proposed the date of October 19 as the deadline to submit candidacy documents.

Also in this proposed calendar order, coalitions have a deadline to submit the registration request no later than October 16, while the Civil Registry Office is proposed to begin compiling voter lists no later than October 11.

CEC proposal for the Regulatory Commission:

1. The election campaign for the local by-elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cerrik, Mat and Vlora begins on 1.11.2025.

2. The Civil Registry Office in these municipalities, in cooperation with the General Directorate of Civil Registry, shall compile voter lists no later than 6.10.2025.

3. Political parties must submit a request to the CEC for registration as electoral subjects for the partial elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cerrik, Mat and Vlora, no later than 11.10.2025.

4. Electoral coalitions must submit to the CEC the request for registration as a coalition for the partial elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cerrik, Mat and Vlora, no later than 16.10.2025.

5. Candidacy documents are submitted to the CEC for the municipalities of Tirana, Vlora and Berat, as well as to the CEAZ for the municipalities of Tepelena, Cerrik and Mat, *no later than 19.10.2025.

The municipalities of Mat, Tepelenë and Berat are going to elections after their mayors are already part of the Assembly, the municipality of Vlora was left without a leader after the resignation of Ermal Dredha, while the mayor of Cërrik was appointed Minister of Agriculture. The municipality of Tirana is also going to elections even though Erion Veliaj has appealed the decision to dismiss him to the Constitutional Court.

But the Presidency says that this does not prevent it from announcing elections, as the suspension of the dismissal would only come if Veliaj had appealed to an Administrative Court, and there would be a decision from it.
