The Chairman of the Democratic Party of Albania, Sali Berisha, held a meeting today with the President of the Parliamentary Assembly of the Council of Europe (PACE), Theodoros Roussopoulos.

The meeting discussed the dramatic consequences of the narco-dictatorship in the collapse of the rule of law, massive depopulation, and the establishment of the narco-economy in Albania.

Berisha began the meeting by expressing his sincere gratitude to President Roussopoulos and the PACE Assembly for their unwavering support for Albania's European aspirations and its democratic institutions.

He emphasized the essential role that the Assembly plays in protecting fundamental rights and freedoms across the continent, including Albania, where Edi Rama's authoritarian dictatorship based on drugs and its cartels has de facto been established.

During the meeting, Berisha raised several urgent issues. He highlighted the systematic abuse of power by Edi Rama, the persecution of the opposition, and the capture of every institution.

Berisha raises the concern that Albania has now been confirmed as the only narco-state in Europe, where drug trafficking, drug cartels simultaneously feed organized crime and political corruption. The government's cooperation with criminal networks has destroyed every pillar of governance and deformed the national economy, bringing irreparable damage to Albania.

According to Eurostat, Albania has lost over 1.099 million citizens in the Schengen area alone in 10 years, with young people and professionals leaving en masse due to hopelessness, insecurity and lack of opportunities. The country faces an irreversible demographic collapse.

The major depreciation of the Euro from the introduction of containers, buses, and minibuses of narco-euro has caused a major decline in exports, industrial and agricultural production, and tourism in Albania.

After the narco-government agreements with the Albanian drug cartels, currently the most powerful in Europe, Albania has become a haven for laundering billions of euros of drug proceeds from these cartels. The construction rate in Albania is 300% higher than the EU average, yet apartment prices in drug towers and mansions are only increasing.

Berisha expressed deep concern about the 2025 parliamentary election farce, where Socialist Party candidates with indisputable links to crime resulted in the most votes, amid serious evidence of vote buying, manipulation of diaspora votes and use of state resources for electoral purposes. Meanwhile, the facts that Edi Rama and the Foreign Ministry are lobbying and blackmailing to change the OSCE/ODIHR preliminary report on the elections in Albania are now known and public.

Finally, Berisha condemned the government's continued refusal to implement the decisions of the Constitutional Court.

This open and flagrant refusal confirms that the judicial power is merely formal. Berisha considered another scandalous provocation the appointment of Ms. Olta Xhaçka as head of the Albanian Delegation to PACE, despite the fact that there are two decisions of the Constitutional Court and an unimplemented opinion of the Venice Commission regarding her.

Berisha called for increased attention from PACE and all international democratic institutions to the autocratic narco-regime in Albania, as well as for support in restoring democratic order, the independence of the judiciary, and the organization of free and fair elections.

President Roussopoulos reaffirmed PACE's commitment to democratic values ​​and expressed its readiness to closely follow the alarming issues raised during the meeting.
