During the past year and a half, the Kosovo police discovered 11 marijuana cultivation laboratories in the north of Kosovo, and the police who managed these actions claim that the people who were caught in that illegal business were connected to Milan Radoiçiçi.
In the village of Izvor, located between Leposaviq and Zubina Potok, near the administrative crossing with Serbia, the largest marijuana cultivation site in the north of Kosovo has been discovered. Thousands of cannabis stems were found in this laboratory last May.
This was the most equipped laboratory for growing marijuana - it had the most modern equipment, which included a large number of air conditioners and special filters that prevent the spread of the smell of marijuana outside the area where it was grown.
"All air conditioners, ventilation, all filters... Other laboratories in the north were also found, but none of them had those special filters that prevent the spread of the smell of cannabis outside," Kosovo police told BIRN.
The nursery in Izvor is one of 11 nurseries discovered by Kosovo police in the last year and a half, one of which was discovered before cannabis was cultivated there. This is what Veton Elshani, acting director, told BIRN. police director for the north of Kosovo.
Indictments have been filed in two cases, while investigations are still ongoing for the others.
According to Elshan, a large number of people have been arrested, most of them Serbian, some from Kosovo and in one case 90 percent of those involved were from Serbia. Many of them had already committed criminal acts in Serbia and many of them fled to Serbia during the actions of the Kosovo police.
The groups that were involved in these illegal activities were not connected to each other, but according to Elshan, they were all under the control of Milan Radoicic, whose influence they say has been significantly reduced after he fled to Serbia after the events in Banjska. .
BIRN's investigation showed that Radoicic is connected to at least three people whom the Kosovo police suspect of cultivating marijuana.
Milan Radoicic was not available for comment on the phone numbers known by the BIRN editorial office.
These laboratories in the north of Kosovo have been working for about two years, says Elshani. In fact, two of them worked without obstacles at a distance of less than 100 meters from the court and police building in North Mitrovica.
Estimates of the revenue generated by growing marijuana vary drastically. While the Kosovo police and the Prime Minister of Kosovo, Albin Kurti, declare that they are hundreds of millions of euros, the international organization Global Initiatives for the Fight against Transnational Organized Crime estimates that these revenues are significantly lower and amount to 28 million. euro for all of Kosovo.
The increase in cannabis production in Kosovo occurred after marijuana farms in Albania - from where the cannabis was then transferred to Kosovo - were successively discovered and their operations disabled, which led to an increase in the price of cannabis, especially after 2019 according to the Global Initiative to Fight Transnational Organized Crime report.
BIRN sources from Kosovo inform that the opening of laboratories for the cultivation of marijuana in the north of Kosovo began after 2020 and intensified in 2021.
During that period, relations between Belgrade and Pristina were strained due to Pristina's efforts to introduce Kosovo license plates, which resulted in the erection of barricades, protests and clashes in the north of Kosovo.
While the battle was being fought for license plates, and the leaders of the Serbian List - including Milan Radoicic - called on their compatriots to refuse the re-registration of vehicles with Kosovo license plates, millions of euros have been invested in equipping areas for the cultivation of marijuana.
Radoicic and his friend and close associate Zvonko Veselinovic were placed on the US Treasury Department's sanctions list on December 8, 2021.
In the announcement of the US Ministry, it is said that Zvonko Veselinovic is the leader of the organized crime group and that he is one of the most notorious corrupt figures in Kosovo. It was also said that Veselinovic's group, which also includes his brother Zharko, Milan Radoicic and several others, is involved in an extensive bribery scheme with Kosovo and Serbian security officials, who enable the group to illegally trade goods, money, narcotics. and weapons between Kosovo and Serbia. The American Ministry then recalled that some members of this group are suspected of being involved in the murder of Oliver Ivanovic.
Marijuana laboratories in the north of Kosovo were opened by Radoicic's collaborators
In the same list of the American Ministry was the businessman from Zvecan Sinisha Nedeljkovic, designated as an associate of Zvonko Veselinovic's group.
BIRN sources from the north of Kosovo say that he is the owner of the property where the largest marijuana laboratory discovered in the village of Izvori was built.
The laboratory in Izvori, discovered on May 23 last year, had more than 10,000 cannabis stems, Kosovo police told BIRN.

Në veri të Mitrovicës, sipas burimeve policore, në shkurt të këtij viti janë gjetur dy laboratorë të mëdhenj të marihuanës menjëherë pas gjykatës.

Ministri i Punëve të Brendshme të Kosovës, Xhelal Sveçla, ka emëruar si pronarë të laboratorit në Mitrovicën e Veriut Miljan Deleviç, Ivan Slaviq, Dushan Slaviç dhe Nikola Filgjokiç. Hetimi është në vazhdim.
Në janar të këtij viti, Deleviq u plagos në urën e Bistricës në komunën e Leposaviqit. E përderisa përfaqësuesit e Listës Serbe dhe Beogradit zyrtar pohuan se Deleviq është plagosur vetëm për shkak se është serb, Policia e Kosovës (SHPK) ka bërë të ditur se të shtëna në automjetin që goditi veturën e policisë, në të cilën ndodheshin dy persona. Policia e Kosovës është në kërkim edhe të Dushan Slaviqit, i cili sipas tyre është në arrati në Beograd. Një laborator i marihuanës në Mitrovicë ishte pikërisht në shtëpinë e tij, e cila ndodhet afër stacionit policor dhe prapa gjykatës. Në kultivimin e marijuanës në atë laborator, përveç Dushanit, është marrë edhe vëllai i tij Ivan Slaviq, i cili ndodhet në paraburgim.
