The United Nations Security Council has convened to discuss Kosovo.
The first word was taken by the Head of the UNMIK mission in Kosovo, Caroline Ziadeh, who said that the situation in the north of Kosovo is serious, especially after the attack in Bansjka of Zveçan, on September 24.
" There is no sustainable development without peace and there is no peace without sustainable development. "It is essential that the investigations currently taking place provide the opportunity to document these events with facts and hold the perpetrators accountable ," she said.
Noting that the high-level meeting on September 14 in Brussels did not produce consensus, the head of UNMIK said: " This was a missed opportunity to engage constructively towards a program to implement the relevant commitments of parties according to the agreements reached in Brussels and Ohrid at the beginning of this year ".
She expressed hope that the outcome of the EU-US led meetings held separately in Belgrade and Pristina on October 21 will put the dialogue back on the way forward, with a firm commitment from both sides to take de-escalation steps and act according to the proposals presented during the meetings.
" The current political impasse, with its impact on the security and well-being of the population, can only be overcome through the compromise that must be reached in the dialogue between Belgrade and Pristina ", noted PSSP Ziadeh.
Meanwhile, the prime minister of Serbia, Ana Bërnabič, said at the UNSC that the situation in Kosovo is quite serious, especially in the last two years.
She put the emphasis on the last year where, as she said, " the situation has become so serious that an effort must be made to understand it not only as politicians, but as human beings ".
" Belgrade or the security forces, the security structures were not involved in this event and we are ready to provide the evidence to the international community to prove this", she said, saying that the events in Banjska are "a logical consequence of the terror that Prishtina has applied to the Serbs ," she said.
During the speech before the Security Council, Bërnabič accused Kosovo of ignoring the agreements reached within the dialogue mediated by the European Union. Bërnabiç said that the establishment of the Association of municipalities with a Serbian majority is a condition for the implementation of other agreements by Serbia.
" The association is an inevitable element for the implementation of any other agreement ," she said.
According to her, Kosovo has three messages for Serbs and the international community. The first message, according to her, is that the Serbs who left Kosovo after the war in 1999 "are not welcome" to return.
The second message, the Serbs living in Kosovo "must leave" and the third message, "the agreements reached will not be implemented".
" Where do we go from here, at least to provide a sliver of hope for those who live in Kosovo, at least a sliver of hope that long-term peace and stability are actually possible ", declared Bërnabič.
Bërnabiç demanded that the agreement for the Association of Municipalities with a Serbian majority be implemented, until he denied the connection between the Banjska incident and the Serbian government. She asked to hold the election in the four municipalities in the north of Kosovo, as soon as possible.
President Vjosa Osmani went to this meeting. She started her speech with the survivors of the war in Kosovo, especially for the victims of the thousands of people who were violated during the war.

She addressed the UNSC as a president of a country that has lost 13,000 people during the war in Kosovo, many missing and with the killing of children per capita, which is the most in any war in the former Yugoslavia.
" We have risen from scratch to build our lives, to build a future where all people, regardless of their ethnicity, can live without fear, without discrimination," she said .
The president further expressed the commitment of the state of Kosovo to move forward and not to go backward. Osmani said that the terrorist attack in Banjska was a pure act of aggression by Serbia against Kosovo.
" It's just a truth. Kosovo was a victim of the act of aggression by Serbia. Serbia is terrorizing the Serbs living in Kosovo, to prevent their integration. Serbia wants the territory of Kosovo, which it will never get. Kosovo is a constructive party in the dialogue, and the list of non-implementation of Serbia's agreements is very long. We want full and quick implementation of all the agreements agreed in Brussels in February, and that in a fair and balanced way ", said Osmani.
He further stated that Kosovo claims responsibility for the attack, but Serbia continues to deny it. " Serbia showed on September 24 that it wants war, but we will not offer it. Democracy and freedom always go hand in hand. There is nothing that can stand in front of a country that loves freedom. The people of Kosovo will never give up their freedom ", said Osmani.
