
The leaders of the 27 countries of the European Union from their summit on Thursday and Friday in Brussels, will express their deep concern for the security situation in the north of Kosovo. They will invite the perpetrators of the attacks in Banjska to be brought to justice, but also for Kosovo and Serbia, without delay and without conditions, to fulfill their obligations from the dialogue process.
These calls are expected to be in the conclusions that will be approved by the leaders at this summit, while its draft has been provided by Radio Free Europe.
"The European Council is deeply concerned about the security situation in the north of Kosovo. It strongly condemns the violent attacks on the Kosovo police [that occurred] on September 24, 2023. The European Union expects that the perpetrators will be caught and quickly brought to justice and that Serbia will fully cooperate and take all necessary steps," it says. in the text of the draft conclusions.
The authorities in Kosovo have blamed Serbia for the attack on the Kosovo police on September 24 in Banjska in Zveçan. Sergeant Afrim Bunjaku was killed in the attack by an armed group of Serbs.
During the clashes that followed between the armed group and the police, three attackers were also killed.
The responsibility for the organization and leadership of the attack was taken by Millan Radoicic, former vice-president of Lista Serbe, the main party of Serbs in Kosovo that enjoys the support of official Belgrade.
In the other two points in the conclusions, there is talk of steps to reduce tensions, as well as the implementation of the obligations arising from the dialogue.
"Kosovo and Serbia must make sustained efforts for expansion, in particular holding elections in the north of Kosovo as soon as possible, with the active participation of Kosovo Serbs. Failure to escalate [the situation] will have consequences", this text says.
"The European Council regrets the lack of implementation by both sides of the Agreement on the road to normalization and its implementation annex, as well as other agreements reached in the dialogue facilitated by the EU, under the leadership of the high representative of with the help of the special envoy", the text continues
"We invite Kosovo and Serbia to implement them, without delays and without preconditions. This also includes the establishment of the Association/Community of municipalities with a Serbian majority", says the draft conclusions of the European Council.
"The normalization of relations is an essential condition for the European journey of both parties and both risk losing the important opportunity in the absence of progress", it is said at the end of the part of the conclusions dedicated to the relations between Kosovo and Serbia.
This draft until the EU summit may undergo changes depending on the developments that are expected within the dialogue.
This week is seen as the deadline when Kosovo and Serbia must take the key step in the dialogue process for the normalization of relations, accepting some requests and proposals presented to them on Saturday by five high Western emissaries.
Western emissaries asked Pristina and Belgrade to normalize relations and implement the Agreement towards normalization.
