Kosovo in the US National Security Strategy 2025: What Washington Warns

The new US National Security Strategy includes Kosovo in the list of regions where instability continues to be a target of geopolitical adversaries. The document places the Western Balkans at the center of American interest in European security, because the fragile political structure creates terrain for foreign states to use to intervene.

The document clearly states:

"Europe still confronts instability in the Western Balkans, with unresolved tensions in Bosnia and Kosovo that foreign powers continue to exploit."

This sentence explains that the US views Kosovo as an open point in the continent's security architecture. The tensions that continue to exist are not seen as just regional issues. They are considered tools that external actors use to undermine European unity and NATO's ability to respond.

The document adds to this another basic principle:

"NATO must remain engaged in regions where lingering conflicts threaten the Alliance's collective security."

This principle does not mention Kosovo by name, but it includes it directly, because the previous quote identifies it as an open conflict. The strategy signals that NATO's presence cannot be reduced and that the region requires constant surveillance to avoid movements that could escalate tensions.

The structure of the document links this situation to Russian efforts to disrupt European cohesion. In the chapter on strategic threats, the document states that:

"Russia continues to use regional disputes to weaken Europe's cohesion."

In this context, Kosovo appears as part of the areas where Moscow seeks to create rifts and test the alliance's readiness. The strategy classifies Kosovo as an important element of stability for NATO's southern wing and part of the obligations that the US holds for the security of its allies.

The text does not mention a political solution, but the structure of the entire chapter shows that the US sees the Balkans as part of its historical obligations and that it does not intend to reduce its role. The principle of NATO engagement in conflict zones shows that the presence in Kosovo remains an indispensable security instrument. /Pamphlet
