
Enver Bytyçi, an academic and expert on international relations, has analyzed the situation and the political impasse created in Kosovo. For Bytyçi, the problem is not political parties. According to him, the created impasse is a consequence of the Constitution of Kosovo, which does not make a precise division of the people's representation in the Assembly.
"First of all, I must say that the main fault lies with the constitutional structure proposed by Martti Ahtisaari, because according to his plan, 20 seats in Parliament are reserved for minorities, which is an innovation. It is a very specific solution aimed at guaranteeing the rights of minorities, but this has brought about this collapse. If we had voted for 100 deputies and not 120, today we would have a government. 100 and not 120 were voted for, because the 20 reserved seats were entered not through a democratic process, but imposed. These 20 seats do not represent minorities correctly. If we look at the statistics, the Serbian List has received 37 thousand votes, but it has 9 deputies. These 37 thousand votes constitute much less than 5 percent. Meanwhile, the Serbian List has about 8 percent of the seats in Parliament. This, as a result, brings about an institutional and objective impasse, which is not related to either the Parliament or the political parties ," Bytyçi said in the Review show, on Euronews Albania.
