The 53rd attempt, where MPs did not constitute the Assembly of Kosovo, to withdraw from the February 9 elections, also failed.

In her decision on June 26, the Constitutional Court ordered that the constitution process, including the election of the Speaker and Deputy Speakers of the Assembly, be completed within 30 days. This deadline expires today at midnight.
107 MPs were present in the hall, but the constitution failed as there were again no proposals and a quorum for the formation of a secret ballot committee to elect the new Speaker.
After midnight, MPs will not be able to take any decisions or actions regarding the constitution of the Assembly.
Today's meeting took place just a few days after the Constitutional Court's decision to impose a temporary measure on the activities of the Assembly. Under the measure, which takes effect from July 27 to August 8, the Assembly can use the remaining days of the 30-day deadline for constitution, but is not allowed to make any other decisions.
The decision came after requests submitted by the Democratic Party of Kosovo (PDK) and the Democratic League of Kosovo (LDK).
Since the deputies fail to constitute the Assembly, the temporary measure of the Constitutional Court will come into effect on July 27. This is because it is not clear what the consequences are if the Assembly of Kosovo is not constituted within the deadline given by the Constitutional Court.
Despite the Vetëvendosje Movement winning the February 9 elections, the process for electing the Speaker of the Assembly has been blocked. Albulena Haxhiu's candidacy has been contested by other parties, both for the proposed name and for the voting method, which is intended to switch from open to secret ballot.
The coalition consisting of Vetëvendosje, Guxo and Alternativa has failed to secure enough votes in previous sessions to elect a speaker. Diplomatic representatives of Western countries have openly expressed their concern about the continuation of the political crisis in the country.
Non-governmental organizations in Kosovo, a few hours before the start of the session, called on deputies to seize this last opportunity to constitute the Assembly.
"The exit from this crisis is still possible, but it requires political will and leadership. Political parties must intensify efforts to achieve consensus through compromise and cooperation," the Kosovo Democratic Institute (KDI) said in a response.
