The President of Kosovo, Vjosa Osmani, is hopeful that Kosovo's current disputes with the EU and the US will be overcome. In a meeting with political correspondents, during her stay in Berlin, Osmani said that it is time to sit down to find lasting solutions.
"I don't think that disagreements can be avoided by attacking each other in the media, but if we sit down and talk". Osmani continued that some details about the reorganization of the elections in the north and the withdrawal of the police forces from the municipalities in question remain to be clarified. , two current demands of the Quint countries towards Kosovo.
"The new elections must be held without interference from Serbia"
Regarding the new elections in the four Serbian municipalities in the north of Kosovo, Osmani said that the condition for holding them is to ensure the participation of the Serbs. " We have asked for the support of our partners to ensure that Serbia does not illegally interfere in another country's elections, as it did last time, and that it does not pressure Kosovo Serbs not to participate But so far we have not received an answer" , continued Osmani.
As for the withdrawal of the police forces, she said that Kosovo has already proposed to make a joint security assessment together with KFOR and EULEX, based on which the withdrawal will take place. But she stressed that joint efforts for the rule of law to find the criminals who perpetrated violence against KFOR soldiers and others should be continued.
"Vucic has returned to the old strategy"
She explained Kosovo's current disputes with the EU and the USA with the partner countries' dissatisfaction with the situation created in the north since May 26, when the four Albanian mayors of municipalities with a Serbian majority in the north of Kosovo started their work. As a result of the violent protests of the Serbs, on May 29, a large number of KFOR soldiers and civilians were injured.
The responsibility for the created situation, however, remains in Serbia, is the opinion of Osmani, who accused the Serbian president, Aleksandar Vucic, of returning to the old strategy that creates crisis after crisis by blocking the success and implementation of dialogue agreements.
" Serbs had various instruments that could have been used if they wanted to contest the legitimacy of the mayors who were elected. But they did not use any of those democratic constitutional tools to do so," complained the president .
The EU's approach to the dialogue should be more balanced
Even the dialogue, in the opinion of the president of Kosovo, should be more balanced: "I think that one of the main reasons why we have these tensions all the time is also because of the disappointment with how the dialogue is going", she said in response to the question of Deutsche Welles, regarding the role of the EU as a mediator in the normalization of relations with the neighboring country.
Osmani criticized the allied countries that have not reacted to the violations committed by Serbia: " There have been continuous violations in the last two months, since March 18, when the agreement was made, but we have never heard any kind of statements from the European Union saying, yes, this is a violation of the agreements. I think this is encouraging Serbia not to care about the process and is undermining the credibility of the dialogue process. "
The kidnapping of three Kosovar policemen was one of the last violations of the Ohrid Agreement and the 1999 military-technical agreement, the Kosovo president recalled. She explicitly thanked the allied countries, the USA, Great Britain, and Germany, who already demanded the immediate and unconditional release of the three Kosovar policemen.
The association should not be like Republika Srpska
Regarding the Association of Municipalities with a Serbian Majority, one of the key demands of the international partners in the dialogue, she said that " we are ready to do more for the Serbs living in our country, so that they feel equal, feel heard , to feel included. Kosovo is their home. But at the same time, we must be extremely careful to avoid any kind of model that would resemble Republika Srpska. Even a distant cousin of Republika Srpska is very dangerous for our region ", Osmani said.
Osmani recalled that such constructs are dangerous not only for the region but for all of Europe for the collective security of Europe as such. She said that Russia has an interest in destabilizing the Western Balkans. "Serbia is acting with Kosovo according to Putin's script. It is a complete copy of what Putin did in 2014 in Crimea. They exploit minority communities, abuse them. Make them give up their jobs in institutions, create operations false.”
"We have been given guarantees for the liberalization of visas"
As for the process of visa liberalization, she said that she does not believe that it will be stopped, as it was alluded to in the media: "We have been given the guarantees provided by the European institutions that this will not happen. At least until now. This is exactly what we have heard and been told, not only heard by others, but of course, speaking with the European institutions", assured the president.
Osmani is in Berlin at the invitation of the president, Frank Walter Steinmeier, to participate in the opening ceremony of the Special Olympic Games (17-26.06.2023) for people with special abilities. But the president of Kosovo used this invitation to have a series of meetings with important political actors in Germany.
