
The "Selman Stërmasi" Stadium, one of the capital's historic sports facilities, is expected to undergo a reconstruction and revitalization process, following recent government decisions that pave the way for the project to begin.
The government has approved changes to the decision to transfer state-owned properties to the Albanian Investment Corporation (KISH), giving the latter the powers to develop the project. In parallel, a competition has been announced for the construction of the new stadium, in cooperation with the private sector, with the aim of a significant investment in sports and urban infrastructure.
Project development and urban dimension
Although the competition has been announced for the stadium, the project includes a much larger area, about 57 thousand square meters of land, with the possibility of building up to 120 thousand square meters above ground.
This means that the intervention is not limited to the sports facility, but affects the entire surrounding area, which has so far been relatively untouched by intensive urban development. According to the documents, the project aims to multiply the functions of the property, including commercial activities, in addition to sports and social ones.
From a conservation area to a construction potential
The genesis of this transformation dates back to 2019, when the Municipality of Tirana amended the General Local Plan, moving the area from a conserved status to an open space for development.
Then, in 2022, part of the area was reclassified for residential use, creating concrete opportunities for construction, including projects such as a 9-story tower by a private company.
Parallels with the "National Arena" and suspicions about towers
The project's specifications have drawn comparisons to the "National Arena," which includes a tower and numerous commercial spaces. Critics express concern that "Selman Stërmasi" could follow the same model, prioritizing commercial development over sports function.
Competition and criteria: limited competition?
The investor selection process has raised questions about transparency and competition. The 30-day application deadline, which coincides with the holiday season, as well as strict financial and technical criteria, may limit participation.
According to the documents, companies must demonstrate significant financial capacity and experience in similar projects, which reduces the number of potential operators. In this context, companies with previous experience in large sports projects are mentioned as favored.

Uncertainty about clubs and stadium use
Another unclear element relates to the future of the clubs using the stadium. The documents offer no guarantees for Tirana or Dinamo, leaving their role open to negotiation after the selection of the investor.
Meanwhile, the Municipality of Tirana has transferred ownership to the Investment Corporation, maintaining a more withdrawn role in the process.
