The Special Court passed the criminal case against the former mayor of Tropoja, Rexhë Byberi, and his deputy, vice mayor Abedin Kërnaja, for trial.
Byberi and Kërnaja are accused of abuse of office. In August last year, the black squads imposed a requirement for them to report once a month.
According to the prosecution, during the process of opening the 3.2-kilometer-long road, which for the most part passed through the existing pedestrian street, the mayor should have applied to the electronic e-permit system at the Tropoja Municipality, as the local institution that has the authority to review and approve the infrastructure construction permit.
The prosecution says that "the Municipality of Tropoja should have cooperated with other competent institutions for the construction of the road, such as the National Environmental Agency for the drafting of the Environmental Impact Assessment Report, as well as with the Ministry of the Line, for the impact of the construction of the new road and the consequences of these construction works."
According to SPAK, these actions and inactions caused damage of over 277 million lek.
