GJKKO appeal orders SPAK: Investigate the mayor of Lushnja

The GJKKO appeal orders the Special Prosecution Office (SPAK) to investigate the socialist mayor of Lushnja, Eriselda Sefa.

The latter was reported to SPAK by a citizen for falsifying documents and actions that impede the discovery of the truth.

SPAK had expressed its support for dismissing the case, even receiving the approval of the First Instance Court, but the citizen with the initials AH insisted in the Appeal through a complaint that Sefa should be investigated.

According to the complainant, Sefa committed violations in the procedure followed for the rental of a public property in the city center, where she claims that actions contrary to the law were committed by her, the Lushnje Municipal Council, and Sefa.

The complainant claims that there were falsifications in the documents and minutes of the public hearings, as well as in the project for the approval of the lease of a building on "Kongresi i Lushnjes" street.

Case 2 that is being denounced is about Sefa's actions when SPAK asks her for the practice followed in this matter. The mayor is suspected of having committed "actions that hinder the discovery of the truth" because Sefa did not send the complete material to the procedural body and the complainant claims that this was done intentionally. The materials, the complainant says, are extremely important and shed light on the criminal fact.

There have been previous complaints against Eriselda Sefa at SPAK. In March of last year, she was reported by a private school for attempting to seize several dozen square meters of land from the educational institution.

Sefa was also questioned by SPAK regarding the explosion that occurred in the warehouses of a former socialist MP, where there were also casualties as a result of the explosion.

"The Special Court of Appeal for Corruption and Organized Crime, with a monocratic panel composed of Judge Miliana Muça, on 30.09.2025, announced the decision on criminal case no. 195 act, date 02.09.2025 registration, on the appeal of citizen AH, with the subject: "Appeal against decision no. 268, date 04.06.2025 of the Special Court of First Instance for Corruption and Organized Crime, with the subject: Abrogation of the decision not to initiate criminal proceedings dated 24.04.2025, of the Special Prosecutor's Office against Corruption and Organized Crime, in relation to criminal report no. 81, date 14.04.2025" and decided:

- Amendment of decision no. 268, dated 04.06.2025 of the Special Court of First Instance for Corruption and Organized Crime, accepting the appeal of the appellant AH and ordering the Special Prosecutor's Office against Corruption and Organized Crime to register criminal proceedings and conduct investigations.

- A copy of the decision shall be communicated to the parties.

"It was decided in Tirana, on 30.09.2025 at 12:45", states the Appeals Court decision.
